It was written that he stole power from every quincy he considered to be "impure". So Masaki was one of them.

For your question. No. Not anyone on this forum, not anyone with an eye for quality writing.
I do know of some other people who would say yes, but I doubt their opinions are worth anything considering they were either hooked by the early chapters and can't accept naruto's decline in quality or they don't believe the Japanese readers are good judges of quality.

What's there to not understand? Juha Bach was sealed 1000 years ago and now he's back to his full strength. For him beign sealed makes sense, because I it would be lame if the real reason why Yamamoto couldn't kill is because he ran away. If he ran away then it would mean that hunting him down and killing him should be easy and there would be no reason to stop that chase against the most dangerous quincy.
And as for that "folklore story", it's been 1000 years since Juha Bach got sealed, so that story is not exactly "folklore" story, but more likely it's an indirect story spread amongst quincies about Juha Bachs recovery.

Naruto was decent - someone finally told Obito off (as much as he kept saying that him turning evil wasn't just about Rin, it's clear that Rin's death was his only motivation), the other ninjas actually did something (even if it didn't really accomplish much, seeing as they were ultimately saved by a dead person - it's a bizarre trend that I've noticed where the only people to accomplish anything in this arc, whether they're good or evil, are dead. So much for the younger generation surpassing the older generation, huh?), and hopefully with the Hokages showing up and Kakashi getting time to convince Obito of the error of his ways, this arc will be over soon.
Bleach, on the other hand, just came across as shameless retconning. Maybe it was an issue with the translation, but I don't understand how Juha Bach draining the energy from Ishida's mother made it so Ichigo's mother lost her powers, especially since Ichigo's mother is supposed to be a pure-blood quincy. It just seems like a half-hearted excuse to give Ichigo a reason to hate Juha Bach, someone who he's barely met. The only consolation to be found in this chapter is that the flashback's finally over with.

a) Like Daz said, the whole issue of Masaki dying again.....had no emotional punch. She's the mother of our main character, whose death was a MAJOR plot point in the first few volumes of Bleach. But I really can't....feel here. Maybe it's because Kubo opted to skip through it. Maybe it's because (like Megadoomer says), she actually dying seems to be a technicality and a poor excuse to make Ichigo hate Bach.
b) The explanation. The hell was that? Kubo, you're telling me that this Bach not only picks selected Quincies…..he created them? Am I reading this translation right? NO, JUST NO. You can't use one central figure and have said figure be STILL ALIVE to explain the origin of something like this. Bach's a Quincy....still a human! How did he live for all this time anyway? And how did he make Quincies??? lolscience?
It's like Rockstar Midget and the fact that he made the zanpakutou. How? Why? When? These are important questions, Kubo! I want my answers!
c) Uryu. Holy shit, it's Uryu. After over 50 chapters of just being absent….he's dressed in a Vandereich uniform and with Bach! Okay, who didn't see something like this coming? I have to say I'm really pissed off Kubo made Uryu an antagonist again....seems to be a major step backwards. Maybe he resents the fact that Ichigo has pure Quincy blood and he doesn't?
Or perhaps he's simply pretending to be evil.....to avenge the....technical death of his mother, whom we just learned about.

Obito has trapped himself in a literal illusion just to get over the death of his friend. It's not healthy, and you can't live your life that way. As corny as it seemed, I found myself....agreeing with Kakashi most of the chapter. (don't flog me, please)
Now, as the other parts.....Shikamaru's plan I found iffy....I get the quantity over quality factor....but what good is having Godzilla knock down a field of toothpicks? Unless I read it wrong.
But surprise, surprise! Minato has entered the battlefield! Expect some father-son convo next chapter! And if he's here, than the others are close.....next chapter's cliffhanger will have Sasuke show up, I'm calling it now!

I think you're misunderstanding what Juha Bach is. He certainly is not just a human. Let's see:
*His strength is on level of transcendent beings, judging from how easily he beat Yamamoto and judging from his attempt to persuade Aizen to join his ranks;
*Nature of his power is not just being quincy, because he have superiority over all quincies. Some of quincies during war revealed that Juha Bach have "assigned letters for them" and given them power. During this chapter we learned that he went through 999 years long recovery process, during which he was able to steal power from quincies without making any direct contact with them (Ishin would have noticed if Juha Bach made contact with Masaki to take her power away, besides in that pannel there was a picture where we see "power coming back to him"). He isn't just a quincy - he's the king of all quincies.
*1) He was able to steal/absorb those quincy powers. 2) There are no humans capable of using quincy powers outside of his lineage. - That means one thing - that source of quincies is none other than Juha Bach himself.
-considering those 3 anormalities, the highest probability is that Juha Bach is an transcendent being, who used his unique powers to create quincy lineage. Considering that, in my opinion it makes sense for someone on transcendent level to undergo 999 years long recovery process, which would be considered nonsense for normal beings.
