-Setting: Sabaody

-Action: Jaya - Short and to the point. Luffy means business.
-Adventure: Skypiea is the most adventurey arc.
-Characters: Sabaody introduced 16 or so really cool characters, some of them great characters.
-Humor: Luffy has been funny in every arc besides Marineford and post-Marineford. He's had laugh-out-loud moments in most of the early ones, and all of the post timeskip ones so far, but I'm going to have to go with Enies Lobby, where everyone else was hilarious at some point.
-Villains: Sabaody, Marineford, Alabasta, Arlong Park?… Gotta go with Sabaody because of the world nobles, Disco, and Kizaru. Alabasta was a close second, but over a quarter of Baroques Works aid Strawhats at some point.
-Mystery: Skypiea - Everything about this arc was a mystery from beginning to end. Dressrossa has been pretty mysterious itself, though. With the fairies, the toys, and the hush hush politics.

Setting - Close tie between Water 7 (i loved the water town!) and Mocktown (the only true piratey town to date. lol)
Flashbacks - Drum Island; I loved Chopper's flashback! the endscene with the fireworks at the end was just remarkable.
Action - Marineford for me. Too much Whitebeard, Akainu and Aokiji goodness in one major battlefield. And then we still add everyone else in. This arc rocked.
Adventure - Arabasta, from the time Vivi meets the crew as Ms. Wednesday all the way to the final battle. Honestly, no other arc featured them travelling together as well as this arc did.
Characters - Water 7 + Enies Lobby. The characters, some of their eventual reveals, the VAs, Luffy's growth and the best thing in this series: Going Merry!
Plot - a close tie between Marineford (Ace's eventual death) and Enies Lobby (Strawhats standing perched on the roof, burning the WG flag + Robin's cry for help + Going Merry to the rescue)
Humor - They are all really good. No comment.
Villains - AKAINU. Pure badass. I also like Blackbeard as a villain - he is pure evil, no honour, no decency, just pure ambition and strength. Anyone else noticed he took 2 shots from whitebeard at point blank but could still stand and fight Sengoku?
Mystery - One piece doesn't have much of this does it. I guess the whole Robin saga during CP9 arc.
Drama - Where do i begin. I love all their backstories and Ace's death, but Going Merry's rescue and death just takes the cake for me. Chopper's backstory is a close second.
Skypiea wins them all for me.
-Setting: Fishman Island. Beautiful place.
-Flashbacks: Hmm… Probably Fishman Island too, though Enies Lobby is a close second. I just loved the Koala flashback.
-Action: Does Dressrosa count? Otherwise I'll go with Marineford or Alabasta.
-Adventure: Skypiea, shouldn't have to explain probably.
-Characters: Punk Hazard, Dragons were lovable and Vergo and Law were awesome. I'm still hesitating on this one though.
-Humour: Can't name one arc with the best humour but I LOVED the part with Crocus when they just got to the Twin Capes.
-Villains: I like Vergo. So I guess I'll go with Punk Hazard. Otherwise I can't think of any villains who really stood out to me much.
-Mystery: Water 7
As for drama, I like all the moments in which people are like "do you really think you can survive against these enemies" and Luffy hasn't a care in the world. Enies Lobby, in which the flag is shot, and when re-reading I was also impressed by the Ceasar scene in which Ceasar was like "you have no idea how big this is" and explains about Joker and Kaido.
Setting : Water 7
Flashbacks : Definitely the flashbacks involving Tom, Iceburg and Cutty Flam.
Action : Marineford, hands down.
Adventure : Skypiea
Characters : Saboady, to have that many new and distinctive characters introduced was outstanding.
Humour : Any back and forth between Usopp and Chopper. Ever.
Villains : Marineford. Sakazuki's ruthless and zealous attitude, as well as Teach's underhanded tactics definitely win this category.
Mystery : Water 7. Iceburg's attempted assassination, the cp9 reveal and a healthy dollop of the question marks over Robin's actions.

Villains: Water 7 (CP9 embodied the true spirit of the marines while using every tactic they had for victory)
Mystery: Water 7 (Again CP9 set the record by being a hidden enemy group, that attacked from the shadows, and tried using everything to destroy their enemies)
Drama: Water 7 (Usopp vs Luffy) /The aftermath of Marineford (Accepting Ace's death) /Saboady (The destruction of the Straw Hats)
Most challenges: Alabasta
Bonding with support characters: Impel down (Don't forget Bon clay!)
-Setting: Skypeia - Skypiea's setting looks great and is just … really interesting! 
It feeds into the arc's combat, visuals, characters and story really well, and beats every other setting hands down.
-Flashbacks: Calgara & Noland - There are a lot of great flashbacks in the series, but this one is pretty great because it's a wonderful self-contained story which feeds very elegantly into the Skypiea climax. What's not to like? (except a couple of choices . . . ) -Action: CP9 - Hmmmm, this one is quite difficult. A lot of arcs have great combative climaxes with wide scope, but for me, thw Tower of Law fight wins it. So maybe I'm cheating by discounting all the fighting on the Sea Train & tracks and on the Main Island, but still. A good set of fights opened with a series of mismatches. They feed into one another well and right through the whole thing there's a sense of everyone doing something. Even though each member falls one by one, the others are still doing something. I think the whole thing sms up to be a cut above Alabasta (but it's really close). Arlong Park lacks that sense of continuous action that Alubarna and the Tower of Law have, because we get left with this Luffy vs Arlong while everybody else watches type thing.
-Adventure: Jaya - Okay, so part of it is feeding off of the setting, but Skypiea really has a very fun adventure - there's so much to learn, so much to discover. The big final battle being the Survival Game helps this, I reckon. We're still wandering around and exploring while the action is mostly compressed into brief clashes between different factions. It's kinda fun and exploratory like that 
-Characters: CP9 - The Strawhats generally have shining moments as characters during their introductory arcs when they get to take centre stage. What's wonderful about the CP9 arc - especially at Water 7 - is that character shines through for every member of the crew to some extent. Usopp has a load of fantastic character moments throughout the whole thing, as does Sanji. Of course, this is that arc that puts Robin and Franky at the centre of it all and shows them off, so they get a lot too. Although CP9 themselves aren't all that special, the side characters of this arc do alright - particularly Iceburg and Paulie.
-Villains: Alabasta - Because Crocodile. Well, also, Mr 1 and Miss Doublefinger give off this great aura of power, and the other were at least passably good.
-Drama: CP9 - Basically for the same reasons as characters? Arlong Park comes a respectable second, but the CP9 arc was definitely the most dramatic of the arcs. From falling apart to reassembling, there's drama aplenty.

-Action: Water 7/Alabasta
-Adventure: Jaya

Setting: Alabasta - Oda took his time before hitting the main plot.
Action: Impel Down and Sabaody - ID takes it downhandedly. It was as action packed as it could be. Really fast paced, high tension, even reading it on a week basis it was breathtaking. In every chapter you could feel the urge for Luffy to hurry and if he stopped for a minute it could all go to waste.
And when it comes to Sabaody, it's amazing how everything went downhill unexpectedly and shit just hit the fan. Everything was ok and the SH were being SH and punching bad guys in the face and everything would end up as always. Or so we thought. Those chapters with Kizaru, Sentomaru, the Pacifistas and Kuma hunting the SH and the Supernovae down were unique in OP. Each chapter I was like "Oh!My!God!"
Fights: Ennies Lobby - So far it was the only arc where the SH were pushed to their limits. We could see not only Luffy giving his all, but also Zoro and Sanji using their last cards in 1x1 fight. CP9 was pretty much equal to the SH in strength as a whole and it was clear through all the fights.
Adventure: Skypiea - No competition here.
Characters: –- - I wouldn't know.
Humor: So many… Alabasta, Skypiea (Gedatsu alone would be enough), Thriller Bark, Long Long Island (god, TONJIT!)...
Villains: W7/Ennier Loby - I was afraid the CP9 would be too serious to be interesting. But ever since Jabra's group was presented and then Kaku and Kalifa went full retarded after eating their fruits, CP9 got what was lacking. Although I still think Lucci lacks the charisma of other main villains like Crocodile, Enel and Doflamingo, the group as a whole compensates for it.

Skypiea pretty much trumps everything else adventure-wise hands down. I'm having trouble deciding between it and Water 7 for setting. Sabaody was pretty good too in that regard.
For drama Water 7/Enies Lobby takes it. Marineford was "heavier," but since the only character there the audience had a significant degree of attachment to was Ace, it was hard to get as invested.
