Yes! And it looks like we've got some anglers, dragonfish and a few Yellow Submarine-inspired fish too :
But take a look at that skull in the foreground – It's got fangs! So I'm guessing it's a fishman of some sort.

You can see examples of it in the sea surrounding Sunny on page 17. That's what those star-like glowing things are/ They're pretty big in relation to Sunny's size, so it's not unthinkable that they could be used somehow to light the way. Fish aren't the only marine creatures with that ability either.

It may be a reference to a movie or book (I'm drawing a blank right now if it is), but if not, then he's just offering a symbolic drink to what he considers to be someone who has the same situation as he does, only in the opposite direction (one is all flesh, the other is all bone).
