To me it doesn't look like kizaru used his travelling speed to kick luffy. It looks much more like he was standing in front of luffy and just gave him a superkick in the face.
Why wouldn't he do that against rayleigh? Because rayleigh would block it? Which means rayleigh is able to block kizaru kicking someone with greater speed than gear second?
My entire argument is that kizaru shows luffy that he still is too slow even with gear second. Which is nice to see cause one day luffy will be much faster and might probably be as fast as rayleigh.
Ever think Rayleigh and Marco aren't that fast they just know what Kizaru is going to do before he moves?

Kizaru can move short distances at Lightspeed as he demonstrated when he kicked Drake in the face, appeared behind the fodder pirates who shot him at SA, and probably how he got off the cannonball during his introduction. Luffy was only a few yards in front of him so no need to transform into a beam.
Only seems to beam himself long distances like before he appeared before Zoro, before he attacked WB(marco knowing the attack was coming before he ever left the throne thus was already enroute), and went after apoo who was mid-air. These guys don't have lightspeed reflexes. Its a combination of Enel&Sandersoinia/Jedi style pre-cog, excellent perception,and reflexes like the M.trio currently show on another level.
