This episode also added in little bits of filler here and there. I don't really dislike it but I wonder why they are doing that. Mostly it's just been more inbetween dialogue with the pros and students.

Oh, I don't think anyone knew about this cowling/cowl stuff. Cowl made sense to me because a cowl can cover your whole body and I assumed everybody interpreted it that way. I wonder if someone can just ask Horikoshi.

Full Cowling as in engine cover is correct. "Full Cowl" is a common term used in motorcycle lingo in Japan.
Since it's an actual existing word that's common, it's most certainly what Horikoshi had in mind.
It's incredibly unlikely he came up with the words on his own, when those exact words are already a common use in Japanese.
It IS however likely that he intended for puns with cowl - I mean, you don't think Luffy's "Gear Second" literally means he shifts his internal gear into second shift, right?
I don't remember this arc taking place in the Night time but I love it. The atmosphere of the whole thing becomes menacing once you realize that Deku and crew will be taking on a serial killer under the cover of darkness. Really loved the direction during Ida's confrontation with Stain. It felt realistic in a way.

Etymology is a funny thing. (Using your post as an anchor, Aohige, nothing more). I'm pretty sure the word 'cowling' or 'cowlings' for vehicles has it's origin and root in the word 'cowl'; a cowl being a hooded cover (protective or otherwise). The cowl is a part of the hood of the engine; cowl/hood. It covers the engine, the head of a vehicle. They're the same words and mean the same thing, but could focus on different subjects; clothing and a protective cover, respectively. As Aohige is informing us there's also the colloquial term within Japan itself, something we lose in translation I think, but not really jarring for us.
Right. A wayyyy looser translation (too loose for most publishers; Viz is especially faithful to exact language, which isn't a bad thing) could be something like "V8 Boost" or "Nitro Infusion," keeping the vehicle theme + all-over powerup deal, but with less niche terms.

I think it's a fair middle-ground. You don't want to stray too much away from original (too many crap does that), but keeping context intact while fitting the English language is exactly what translations should be.

I mean, yes he's underwhelming compared to the rest of his young hero squad (Mt.Lady and Kamui of The Woods), but he's definetly prominent enough to pop up there.

I can't come up with any pre-existing ones that might exist. But for ones that could form, Uraraka vs. Toga was teased in the School Trip arc and they both like the same boy (in different ways, but still). Todoroki rivaling with Dabi is begging to happen.

Most de-splatting happened quickly after the splatting, Magne being alive would line up with Shigaraki calming down, but the language that Overhaul used seemed to imply that Magne was dead and that he wasn't restoring Compress' arm.

I recognize that Overhaul made it sound like Magne was dead, but he could have been lying. Although I don't really see why he would be adamant about risking recruiting a minion of a potential ally/rival, nonetheless lie about it. It's really that hinted backstory that gets me. I don't see why that needed to be inserted for somebody who's about to die unless Horikoshi likes rushed last minute drama (which would be dumb) or doesn't want to delve into trans backstories too much, I guess (but then why make one in the first place?). As for not restoring Compress' arm, we know Overhaul has a temper and germaphobia (remember that Compress touched him).
And we've barely seen the de-splatting process. Only glimpses of it. So the limits of the Quirk are still beyond us. And I'm not going to make assumptions about Quirk limits when we have someone who can foresee the rest of your whole life for 24 hours or three days or whatever. As well as the Quirk making Shigaraki's Quirk look more redundant than ever (I hope this gets addressed in the story for some type of Quirk training for Shigaraki or something).

Who is Death Arms again? Unless he's one of the teachers, Gang Orca being the examiner of the latest test, and Bubble Girl being a side character for the latest invasion seem like a bigger deal than Kamui's drinking buddy, just because he was introduced first.

I'd say being a reoccurring side-hero over the course of the series with a set crew is enough to be put up there, it doesn't seem that he was downgraded in importance compared to Kamui and Mt.Lady until the All For One arc at minimum.
I don't particularly care about him (though I do hope to learn more about him) or see it as that big of a deal, I would just imagine that he'd be up there at least.

Now that I think about it. The traitor is in that color spread.
Much to my consternation, Desutegoro doesn't even get named in the manga outside a very very very small nametag, once, at the Sports Festival. The anime expanded his character a ton ("Hey, Death Arms is here to help!" "Woo you're the greatest Death Arms!"), though still not much.
I forgot to comment the chapter.
Overhaul being able to reconstruct those he apparently killed with his quirk + that Magne looking guy in the spread a few chapters ago pretty much cements Magne is alive and is one of the 8 mini-bosses of this arc.
Last week I was hoping the reason Ryukyu, Atsui, Ochako, Hado + another girl side kick are absent for so long even though they were left to handle only one of the 8 guys (while Suneater managed to handle 3 on his own and now Fat Gum and Kirishima handled 2) was because they met new enemies. With the end of this chapter going back in time and showing the villain's alliance, I seriously hope that's the case.
