At the same time, Oda has a pretty good track record of things living up to their hype. The Grand Line really is a graveyard for the uninitiated, for example. The biggest thing I've felt hasn't lived up to hype is the New World itself until Zou. It's supposed to be this place with islands even crazier than Paradise, but outside of places we only got a glimpse of, Punk Hazard's weirdness was recent and man made while Dressrosa was completely civilized and its weirdness, too, was recent and man made. Zou and Totto Land are making up for that, now, though.
I'm not saying that Oda is ALWAYS off-track when it comes to building up hype. the Admirals and Yonko have maintained that. But there are still going to be exceptions though. And we seriously should not look too much into hyped up threat levels when it comes to arc-exclusive or non-singular characters with how many characters survive events where they should have died and how cannonballs, guns, and explosives are still supposedly deadly at this juncture of the story. Oda just doesn't care for physical threat/"power level" consistency, only thematic relevance (like Luffy beating Bellamy with one punch to symbolize the willpower of having ambition and Usopp surviving a four ton bat to the face because he overcame his cowardice to stand up for his captain's dream) and major singular character build-up over the course of the overall story (like I mentioned with Admirals and Yonko before).
