A 2-year-long arc with just a "quick hit" as finisher? That would have been disaster if they had done so.
It can have buildup, which was the case with Crocodile's finisher (the awesome pushing through the sand animation), Enel's finisher, and Lucci's finisher. Creating a long drawn out struggle on point of impact just seems like a padding technique to me.
It wasn't just a quick hit in the manga either. Doflamingo threw up a defense but it was broken because Luffy was able to finally overcome him. Would that have really been bad for the anime?

An alternate to what they did would've been a small struggle at impact, but it went on too long for my tastes.
But anyways, it's not as bad as Luffy vs. Caesar where he pushes back with his hands. If Doflamingo's strings had broken, and then he was able to fend off further, it'd be worse than that.
