Hmmmm. If that does happen maxpower, then Rebecca could very well win Block D. and with Bartolomeo/Sabo/Rebecca, that's an extremely friendly lineup towards Luffy, meaning the Mera Mera will end up in some pretty decent hands unless Burgess pulls some shenanigans.
I really don't think Rebecca would make any difference against someone like Burgess whatsoever. If anything she'll be a liability. Assuming Sabo is Ace level, him and Diamante are the only ones in the Coliseum that can fight Burgess on even terms.

why would Burgess need to win the tournament? He can just steal it somehow. But after Sabo shows up, I doubt that. Sabo fits by getting the Mera Mera fruit more than Burgess now.

Sabo is a character Oda chose to make appearance in order to "Solve Things". Not complicate them further by getting beaten up.
Just like how Ace took care of a few ships of Baroque Works in Alabasta, Sabo will do his job, successfully, and leave Luffy to do the rest. -

We simply don't have enough information about Akainu to decide whether he would follow his own justice over that of his surperiors. He seemed very content serving them as an admiral and fought for the position of Fleet Admiral risking his life. I expect he worships the authority of the CD's and uses their horrible natures as his excuse to follow his very misguided sense if justice.
