The thing is, though, that I don't think you actually have this quite right. As alluded to within this very chapter, the Warlords themselves have certain 'rules' which they are expected to follow, in terms of their behavior. The way I understand it, the same would apply to any subordinates of theirs, since they would then be their responsibility. Basically, in theory, the subordinate answers to the Warlord, who in turn answers to the World Government, and thus are allowed relatively free reign.
Under normal circumstances, if a Warlord, or one of his subordinates, would take action drastically out of line with what they are 'allowed' to do, then they would be stripped of their title; Crocodile being the original example of that. Doflamingo thus far has simply been a sort of exception, because it's been heavily implied within the past few chapters that he holds some sort of influence within the higher powers of the world, far beyond what merely the status of Warlord confers upon him.
But Smoker told about Ceasar which means the marines know that he would have sold the weapon of mass destruction to whoever payed more, could have gone to a yonkou(since tamago and pekons were whatching the experiment) or to the revolutionaries, direct enemies of the Government.
I think the risk of letting someone that does chemical weapons for living is to dangerous to do whatever he wants for all we know he could try doing a poison weapon that kills fast.
To me Ceasar passed that line especially if his main objective was to spread weapons like that to whoever paid you more and you don't give a damn for what they are doing with that. -

I do think it's a little bit difficult to talk about, considering we don't actually know what, precisely, Smoker reported to his superiors, and beyond that, whether they simply take him at his word, or would try to do some sort of investigation to confirm his accusations. Basically, I'm not sure it's entirely clear precisely what information Fujitora is working off of at this moment, which makes interpretation of the scene a little bit tricky to me.
Assuming that Fujitora knows everything about CC's recent activity on Punk Hazard, though, then here is the best way that I can think to put how I understand the situation. It's, to me, not so much that Caesar has immunity as the subordinate of a Warlord, but more that responsibility for his actions is passed up to Doflamingo. If what Caeser had been doing was found to be too out of line, and Doflamingo had allowed him to do this as his subordinate, then, under normal circumstances, Doflamingo would lose his status as Warlord, and in turn, Caesar would have to face justice. However, due to Doflamingo's unprecedented level of influence, he seems to be able to hold onto his position despite the accusations against him and Caesar, and so CC can retain relatively free reign on his activities.
I'm really not sure I do much justice to explaining that, but basically, I think the entire situation is a bit of an exception because of Doflamingo, and not precisely how things would go for the Warlords and their subordinates in general. That's just my own personal interpretation of the situation, and I admit that it's not a perfect explanation given what we seem to know, but it's the best I can come up with.

Well, those who work for the Shichibukai are pirates as well, so criminals. Is not just the Shichibukai who are not hunted down by the government, but all their crews.
In both DD and CC cases, I assume judging if their crimes go against the WG and should not be overseen (like happened to Crocodile) is not up to an admiral, that's why Fujitora can't decide on his own if CC can be treated as criminal or not.
From their conversation, we can tell that DD is assuming that Fujitora will bring these information (DD = Joker) to people in higher ranks who have the power to judge the case. -

Maybe because its not a big threat to them that's why they can let it go. The scholars in Ohara were a far greater threat to the Government.

A shame for Law though because due to this, he is basically putting himself as bait to ensure the mission works out in the end. Fujitora is going to attack him, though I am not sure he would attack DD. Instead of a 1v1v1 it looks more of a 2v1, and I don't know how Law can survive this…
If it works he won everything, though. The factory destroyed (the sad / smiles Doflamingo had in store) + CC's heart to avoid new production. Kaido takes care of Doflamingo, while Law can plan the next step to take down the Yonkou. He should be able to save his ass with his Devil Fruit, I guess…and apparently he already had an exit strategy in mind anyway.
But yeah, I wonder how Fujitora will act from now on. Personally I would love if Oda turned the Marines into an organization that doesn't give two shits about proper evidence. I mean one of their Vice Admirals got almost killed by Doflamingo, some of Smokers fodder G-5 are probably dead for good (in theory :ninja:). And Doffy can still act as if nothing happened. Sakazuki is supposed to be a hardliner, he shouldn't let the Shichibukai do as they please (noble heritage or not). And if he can't take care of it through official means…accidents happen.

I laughed my fucking ass off throughout the chapter. Tank Franky not giving a shit about Sanji falling in love, Fujitora being a super beast, Caesar being an idiot (we knew him shouting "Joker" all the time was a stupid thing to do). . .
Everyone and their mothers heading to the Flower Field (which is the same one we saw on chapter 701) is a bit too convenient, but I guess that'll work.
Only bad stuff I can think off: Caribou's cover story is going at an excruciatingly slow pace. Seriously, wtf? And we need an update on the Sunny asap. Next week, I guess?
Overall, great chapter.
The only reason why everyone is meeting at the flower field is because it is most likely the location of the central dressrosa, There seems to be several ports and towns around the island and this field connects to all of them. Zoro, Usopp, and Robin were going to meet because of the Dwarves. Im pretty sure Franky, Kinemon, and Sanji all need to go to some other town before they can get to the Toy factory, and Luffy and the rest are doing their own thing. Before they were everywhere so its nice to see them converge finally before splitting up again.

Norland was a beast. He OHKO-ed that giant serpent while both Zoro and Wiper had a hard time with her (grandchild). Arguably a Vergo level fighter at minimum.
To be fair, Norla (the Giant Snake) is bigger and stronger than either her mother or grandmother (which is the one Norland killed).

Really good chapter. 7.5/10.
- The opening. This better get good animation in the anime. I'm really liking Fujitora's character. Law yet again proved his badassness. Willing to take on an Admiral when you already have a fellow Shichibukai gunning for you just to allow your allies to complete a goal and protect them and their honor? That takes guts.
- More hints at Law and Dofla's history. I can't f**king wait for they're flashback. It's so interesting. 10 years since they last saw each other, huh? That's actually impressive on Law's part being able to avoid someone as influential while making his own crew and growing to be a major world figure for a decade.
- Franky bit was funny but wasn't too necessary.
- Like how the Block C fight's being handled. We don't need chapters of fighting fodder. Just give us peaks and go back when the big names are all that's left.
- Sanji and Violet,awwww. I'm really liking this pairing. I hope they get together! But, I have a nasty feeling something will happen to her now that they're separated. Doubt she'll be killed, isn't Oda's style. Actually, know that I think about it I hope Trebol attacks her (not mess her up though) so as to add more emotion to the Sanji vs Trebol fight.
- Kin'emon is back. And he knows where Kanjuro is! Still, though his reasoning for not fighting is sound, I'm getting the mysterious vibe from him. Doubt it'll come to fruition here but there's a lot more to him.
- I didn't find the Usopp part that funny. Would've been better if the chapter was in reverse (i.e. ends with Law vs Dofla vs Fujitora and starts with Usopp and Robin with the Dwarfs).

We haven't seen Luffy's love for his hat in a while. I think this would be a nice arc to see it get threatened again. Flamingo looks like the type of guy to try and mess with Luffy and psyche him out by destroying something precious of his.
Also I think this arc will be reminiscent of Enies Lobby. Luffy might take out Diamante(Blueno) and Flamingo(lucci). It's weird though because even though he's strong, Flamingo seems more of a mastermind than a fighter.

Was the gravity thing his own pure strength, or was it some other power? Also MAYBE I saw wrong, but didn't ShiNoKuni(Smiley) have two DFs? When it was liquid it had an Axolotl DF, right? Then when it swallowed the apple with a hidden DF inside, it turned into a gas. I probably saw wrong.
Also I'm pretty sure that there's no limit on the amount of Admirals, it's just that only 3 were worthy of the Admiral seats at the time. So far we know the color themes for three now. Green, Violet, and Yellow.

Yeah, you're a little confused on that. Smiley only ever had one devil fruit, the Axolotl. It's just that Smiley was the gas, in the first place, that had been fed the Axolotl fruit, much like Funkfreed, from Enies Lobby, had been a sword that ate an Elephant fruit. The apple did not have a 'hidden' devil fruit inside it, but rather somehow absorbed Smiley's fruit, basically becoming a 'reincarnation' of the Axolotl fruit after Smiley was somehow 'killed' by the candy it ate.
I will update it when we see the official colours of this outfit :)
Fair enough! I was actually more implying that that panel would make an excellent expression to switch your avatar to, while still keeping your cycling of outfits. Although I don't doubt that would be far, far more work to create; it was mostly meant as just a lighthearted little comment.

Anyway, the chapter. We start off with the tense situation at Green Bit (lol Caesar's faces), where Law refuses to give Caesar up now that the deal is off. Doflamingo obviously disagrees, but then Fujitora makes his move?!
The falling meteorites combined with the black hole point to nothing but a gravity-esque df. It's really the only power that fits at this point, but either way, it was awesome to see him in action! Question is, can Law escape?
Meanwhile, Franky continues to hunt for the factory (tank mode is awesome), while contacting Sanji…...who sees "Lucy" at the arena. I hope Oda will show the events of C Block in more detail, if only because B Block had its fair treatment. Plus Chinjao's grudge is just too interesting to pass up.
But alas, the star of the show is of course, Usopp. He's tricked the dwarves into thinking he's a legendary hero....love the callback to Norland. Love the fact that at the end of arc, he may get his 8000 followers after all.
...Oh wait, they want him to beat Doflamingo. Hahaha, your move, longnose. :3

Well thanks to the mangareader translation being so off, I had to scrap my other review. To summarise I thought this was a great chapter. While some had doubts about Oda's pacing at times and transitioning between panels but mostly about how long he would spend developing each Strawhat's side stories once they split up, this chapter perfectly condensed what's been a quite thrilling 11 or so chapters.
Ryokugyuu aka Green Bull was a great name drop, hopefully we'll see what he's capable off, one could definitely speculate some form of Earth based logia/paramecia that's also linked to power/strength. Fujirota was a standout this chapter. His sense of justice is unique as always and his abilities very powerful. Law could have decided to avoid confrontation with both Fujitora and Doflamingo but chose instead to buy time. Let's see whether he can weasel out of his current situation, or the time he buys for the rest of the crew to be enough. It seems as though he's never forgotten his more important objective - the factory, and destroying it. Doflamingo's speech patterns towards Fujitora were interesting, he's talking down to him considerably.
Sanji and Violet… I've never been so happy as a Sanji fan. For him to finally find some requited love... It's really one in a million for him. Hopefully Oda doesn't just let him have his moment for now and throw him to the curb. I hope their love story blooms and that MAYBE, just MAYBE, Sanji gets over his excessive ero through Violet :ninja:. I never want him to stop being a gentleman, just to have some self control, Violet as his anchor (main love interest) may even steel his heart against Hancock! (One can dream? :wub:)
Franky. Just hilarious. Being called a toy, his badass tank wheels, eating and running with a burger and coke, brushing off Sanji's declaration of love. His conversations in Dressrosa have been straight to the point, really great intelligence gathering.
Usopp was the closing act, and what an act. The master of lies just landed himself a vanguard position in a dwarf revolutionary army against the Donquixote family. His lies coming true are just hilarious 8000 dwarves? It's easily possible since they're so tiny. His face was just... I genuinely laughed aloud .
9.1/10 The pacing was fantastic and the transitioning fluid (considering the previous chapters). Luffy appearing on the monitors to both Sanji and Franky mid-conversation was great, rather than transitioning into the colosseum this was the best way to depict that things are now in motion. The three way duel was also quite exciting and well done, it was disappointing to not learn any more about Doflamingo's past but that'll come in time.
