I have two feelings regarding Fujitora now that I've read the whole chapter, as opposed to the "all but two pages" version at a certain site that will not be named.
First, I wouldn't put it past him to outright withdraw from Dressrosa entirely. He was there to deal with Doflamingo, not to beat up Law, Luffy and the Strawhats. Plus we don't know what Law's standing with the Shichibukai are anymore. Doflamingo is there, acting all cocky, but it's entirely possible Fujitora will just withdraw and leave the two to each other. Also, if Law spins it right, he can FORCE Doflamingo to fight Fujitora, by offering to hand over Caeser Clown to the Marines, right then and there.
Second, Fujitora tends to pretend at incompetence, and his direct superior is "kill all pirates, traitors and cowards Sakazuki." I wouldn't be surprised if he just went ahead with his original orders to detain Doflamingo while stating that he lost all his Denden Mushi.
Doflamingo is clever. But things can't always go his way… even though my real suspicion is that Law pulls back, the little folk cover his escape with Stitching or those sleep flowers, and he has to lay low for awhile. All the other plots are pointing to an armed resistance preparing to confront Doflamingo's crew.
Oh, as for Violet's powers? Don't focus on the fact that the tears are whales. Her powers have to do with her eyes. She can see through/into things and show similar things to others. She can control her substance of her tears to use them as weapons. The form they take isn't important.
