I still have one question though. What about gypsies? They have some features with which it's not that hard to tell them apart from others, yet, they've been living all over for hundreds of years. They've always lived with another nation, but they didn't seem to "adapt" the appearances of those around them. Or at least to that extent where people can't tell the two groups apart. Blood is on both hands though. The miners did attack and kill policemen prior to this incident, as well as being armed, some with firearms.
During this shootout, they did fire at the police as well as charge in with weapons.

I have a hard time believing a country's crime rate is lower than most simply because they put more effort in reforming criminals(if anything that would draw them more into crime committing) and this point doesn't count since there' is a high likelihood this man isn''t mentally ill.
The issue is that the guy slaughtered/injured so many people that the possibility of him being treated this well even though they may presume he's sane is disturbing.
