The general prognosis would be that he said that they should get stronger before they attempt to go back to Shabondy.
However, Rayleigh's wording was delicate: "Remember what happened on that island; you're planning on gathering… just to repeat what happened all over again?; now I have one idea: whether you go with it is up to you."
While he could have meant "you should train," it could've also easily meant that they should gather together on AL as opposed to SA.
The fact that Kuma talked to Rayleigh perhaps suggests that Kuma is there to tell Duval that they should move the ship to AL (he'll tell them how to get past the Calm Belt, or perhaps even teleport them there).So there we have it: the ship's on AL and the crew will assemble there because of the newspaper
The theme that's been running for awhile now that Luffy isn't strong enough yet to faces the challenges ahead kinda contradicts what you're proposing.

Sure the chapter is about Luffy, but Buggy is there too. It's the WG who send him a letter, ONE OF THE POSSIBILITIES is that he could've been invited to be a shichibukai. Of course it could be anything else. But I like the idea that he's now a shichibukai, sorry for begin a dumbass.

The way Sanji says "so, read the news" to mark a time, then discover the thing when he open it… We doesn't see his "after" reaction, and Okama seems to be happy, with brillants eyes.

And in a way, he could make the crew knows that he is good (after Ace's dead) and safe, like a message to not being hurry to come at his rescue (and training arc can start, due to Rayleigh purposal after Kuma's words).And in another, this marriage can make WG in a difficult position...
I can see Luffy's marriage photo with Ray and Jimbei in second plan. Luffy surrounded by important people. And Oda says in Sbs that an "alliance" will be make with another crew.
I don't bet for that personally, but it doesn't surprise me if that happens. -
Now this is an awesome chapter. Only Oda can put this much content in one single chapter.
Robin's part was meh, but Sanji and Iva's interaction is absolutely hilarious.The ones who thought that Sanji would remain an okama are stupid.

As much as I don't like the idea, Luffy declaring Amazon Lily as his territory makes the most sense to me right now. It'd be a difficult statement for the WG to move on if Hancock denied it, but his crew would understand. It also seems to fit every reaction to the article so far.
The only thing that would inspire is the Government annihilating the island, and it would accomplish nothing, who aside from the lowest pirates would ever fear Luffy's name at this point?

As far as they're concerned, Buggy was responsible for breaking out a lot of people at Impel Down and since he was along part of Roger's crew it wouldn't be hard to build up his reputation. Plus, even Whitebeard admit those prisoners would make Buggy formidable in a battle, even if Buggy himself isn't formidable.

I just said desperate as a hyperbolic option that's really closer to an impossibility. The WG just decided to clip Moria and then they go asking Buggy to be a shichibukai? That's just going backwards. I'd expect more of Oda from a logical standpoint. Jokes can only go so far unless he's really planning on spinning it so his status can be helpful (to Luffy in some way) down the line which would make the WG seem even more idotic to the reader.
After what Moria said about all of the candidates the WG had, to fill Croc's spot I'm sure they're not panicking over 3 open spots. Not at this point when that's basically already been exposed. They'll fill the 3 spots with legitimate shichi worthy pirates.

I'm assuming it could be interpreted that way, but I'm not positive of it. This is just the only theory I've heard that actually fits the clues.

Buggy's crew with several +100million bounty members in it and a lot, of level 4 and 3 prisoners is more than enough to take care of pretty much any pirate crew in the first part of the grandline and the WG knows that.
Aokiji easily disposed of Buggy during the war so I don't think thay harbor the delusion that Buggy's top tier.
With Buggy thry know they'll have someone they can easily boss around. Unlike Jimbei, BB or Croc. -

When a chapter ends with multiple cliffhangers like this one did (3 by my count, possibly more) then we have one week for suspense to rise and speculation to go haywire.

Yeah so exactly why would they turn around and make him an ally? Might as well offer Luffy a spot too. I mean Dragon's son, Roger's crewmate all seem to be dangerous monikers in the eyes of the marines. So if you add "brother" to Shanks as well I don't see why they'd offer him a job.

The chapter got me excited to talk One Piece. This is the first time in a long time I've posted on AP. I'm not saying it's anywhere close to being the best chapter since the last time I posted, but it's a chapter that really promotes discussion–even if we are incapable of answering the biggest question.
