Nothing is as black in white as "WG = bad". I envision the decision that Luffy will need to make at the end will not be so simple. Apart from the tenryuubito, the WG functions just like any other autocratic government.

However I would disagree that the Buster Call, Impel Down, and hiding the news of the jailbreak can be used as criticism against the WG.

The Buster Call is simply a tool. The one's who use it are at fault. Even in Ohara, citizens were permitted to board an escape-ship before the attack began.
So forcing people to leave their country at essentially gunpoint for some political reason is not so bad in your book. That's a hop and a skip from you saying ethnic cleansing is fine. I'm trying not to say "fuck you", but I'll hold that on reserve since (contrary to what I think you're trying to get across here) you seem super innocent about all this. And unaware this is why the UN has a war crimes tribunal in the Hague.
This also, somewhat, justifies the decision to not release the news of the jailbreak. Let's face it, even if the world knew that some level 6 pirates escaped, what is the average citizen going to do about it? Nothing… Rather than induce large-scale panic, the WG prefers to hush the media and try to fix it's blunder behind the scenes.

Addressing Axe Hand Morgan and Spandam: These are two Individuals, and cannot directly reflect the corruption of the system.
Spandam was granted power as a result of a misjudgement of character by the brass: Aokiji even later reflects that it was a bad idea to give him the golden den den mushi.
Spandam had a direct audience with the Gorusei as head of CP5, then in the present time had climbed to head of CP9. The system is fucked.
Also, you CANNOT overlook the Tenryubito. You can't dust them under the rug as an exception.
As for Aokiji, I don't think you could possibly hurt your argument more by pointing out good things by using him. Considering he's opted to resign and become a vagrant.
Finally while Wapol was indeed a horrible king, it's not like Goa Kingdom where the tenryuubito actually went to Drum island and gave a thumbs-up to what Wapol was doing.

The point I'm trying to make is, there is no reason to believe that the world was a better place to be 800 years ago, under the "ancient kingdom"'s rule. Individuals like Spandam, Morgan, and Wapol will exist under government. As long as they commit their evil acts out-of-sight of the government, nothing will change.
Spandam and Wapol are directly in sight. As are the Tenryubito, who are a fundamental and FOUNDING institution of the current government.
