Sorry, I may have rushed this explanation due to having explained it better in an earlier post.
What I mean is that Whitebeard, who is clearly not at his prime, is still the strongest man in the world. Back when he was even stronger, Garp was at his same level of strength, in the sense that Garp could fight equally against Roger, who could fight equally against WB. Thus, if WB is weaker than he was 22 years ago but still is the strongest man, then Garp at his prime was definately stronger than the current admirals, given that he could fight with WB equally.
Easy explanation:
22 years ago:
WB=Roger=Garp (aprox)
Now:
WB(weaker than before)=strongest man in the world
Admirals=not the strongest man in the world
Thus, the Garp of 22 years back was at least as powerful in single combat as today's WB. If WB is the strongest today, then a younger Garp would also own everything just as WB can today.

The only hole in this logic occurs if WB obtained his Gura Gura DF after Roger died, thus becoming stronger than he was back then, effectively rendering my point moot.
