Right except here, it's not a manner of using a tool like blood to overcome his opponent. Luffy already has all the tools he needs with Haki. The only thing he has to do is make it stronger. Luffy would rather be strong in the realest way possible.
Sorry, that was a lot of words just to say that we've NEVER seen Luffy pull a Goku

Luffy has to be able to defeat the Admirals and the Yonkou if he wants to become Pirate King. And being someone with the strength to blow away anyone in his path is what he believes the Pirate King should be. So of course Luffy would want to improve when confronted with an opponent stronger than him. Somewhere down the line did we all suddenly forget that this is a shounen battle manga? Theres nothing out of character here.
Usually the opponent is the one doing the explaining and Luffy tells them to SHUT UP, I'LL KICK YOUR ASS! while he punches.
I can't recall a single instance where thats ever actually happened.
