@RoboBlue:
That sounds like modern China to me.
It's not a pure fascist dictatorship but under Xi I'd definitely say it's become a fascist state.
Not it hasn't, Mao's China has always been a totalitarian state. The Rupture Between China and USSR was due to Khrushchov (one of Stalin's right hand mans) denouncing the crimes of Stalinism. Mao was a fervent Stalinism, the cultural revolution and and Communism adapted to Chinese traditions only begun because doing a copy+paste of Stalin's model wasn't working well for China.
Why can't a country combine communism and fascism?
Because they have economical ideological divergences to great to coexist. In the early 20s and 30s the western democracies saw fascism as a good response to the threat of communism.
If we look at the early signs of fascism:
China fits 1,2,5,6,9,10,13,14. Trump's 4 years check 1-3 and 7-13.

@MDL:
I've been addressing China as "West Taiwan" in conversation for a while now.
As much as it sounds funny, don't do it Chiang Kai-shek was a horrible person and he is the only reason that Taiwan still claims the whole area of Qing Dynasty, instead of embracing the creation of a new nation.

So going only by the quote:
Fascism (/ˈfæʃɪzəm/) is a form of far-right, authoritarian ultranationalism characterized by dictatorial power, forcible suppression of opposition and strong regimentation of society and of the economy which came to prominence in early 20th-century Europe.
China checks:
Far-right - LOL Nope
Authoritarian - YES
Ultranationalist - Unless is against Taiwan or to talk about the Japanese war crimes I don't think so
Dictatorial Power - We could argue that inner elections of a single party state checks this of not, but Xi is more controlled by his constitution than Il Duce and Hitler.
Suppression of Opposition - YES,the easiest one.
Regimentation of Society - No, that think exist in North Korea though
Regimentation of Economy - Nope, Deng took care of that.
So yes, the Chinese gov't is a vile corrupt entity that puts little care for human rights or the lives of it citizens - whether be it by repression of non Han groups or by its sweatshops of foreign companies - but they are not by any metric fascists.
They are one of the types of totalitarianism that Orwell wrote about in Animal Farm and 1984 - in the case stalinism or rather the hybrid model of stalinism with chinese traditions and an open market economy.
