But that doesn't really work with Sabo's line "I'd heard the rumors, but..."
That seems to have to refer to a certain person or a certain ability.
Sabo also said "That sure was fast." So it's more likely a rumor about speed. His but actually makes it sound like it was more faster than what the rumors say. Sabo was directly referring to the attack. If it was something silly, Oda would've had someone mention it as a gag.
Oda also had Lightning soldier say "slow" 3 times which lead right into the motivational flashback to Rebecca to get stronger which lead directly into some amazing "fast" move being used cliffhanger. That's alot of references to speed for it to have no meaning at all.

Usopp fans in particular won't be happy to see their hero act like a scaredy-cat after proclaiming his goal of being a brave warrior of the sea.
I am aware of your point-of-view too, and can understand that in that special (read: tense) situation it might be more difficult for Usopp to keep his cool. So yeah, you should try to understand your opposition's view on this too.

You have to realize that some people don't like that gag all the time. It really seems a bit disappointing if Usopp gets scared by EVERY enemy he encounters. Usopp fans in particular won't be happy to see their hero act like a scaredy-cat after proclaiming his goal of being a brave warrior of the sea.
That just the problem for me. Since the timeskip, Usopp has NOT been scared all the time. Before, he would have panicked when Caribou boarded the Sunny. Usopp was shown not scared. We saw him doing okay at FI.
Before time skip Usopp would have freaked out about trying to hook a fish that was the size of the ship. Sure some will say "Luffy K.O.ed the first fish, and Zoro took care of the last. But before that, the guys were talking about which 3 deep sea fish to catch, all about same size as the ship. Unlike his per-timeskip self (who would have yelled at the monster trio for the idea) Usopp was quite eager to take part.
Even at Punk Hazard, Usopp wasn't as bad as he's been at Dressrosa! Mostly, He freaked out only when in situation he knew he was out classed. I say mostly because there was that one scene when CC appeared to collect the kids, Usopp did fairly well there.
People really think Rebecca is capable of doing that?
Think about Rebecca doing an attack like Rock Lee against Gaara.

The flashback was a way to show how they bonded, how, in the end, TS could only teach her daughter how to defend herself and nothing else. "What Toy Sodier wants" is stated clearly by him: he wants to give her daughter a better life.
Now, this is foreshadowing that Rebecca untapped humanity's final technique? A technique that gives you the ability to fight at the speed of light, then fall unconscious for a while, and wake up after a couple of seconds? I seriously doubt it. This chapter wasn't foreshadowing about the Final Getsuga Tenshou; it gave a bigger emotional background for the, probably, center characters of the arc (regarding its emotional chore, at least).
Now, don't get me wrong, if THAT happened, and Oda somehow makes it work one way or another (which will need quite some work, to be honest), then I'll be the first one pleasingly surprised (It'll still make Cavendish look kinda bad, but hey, beggars can't be choosers). Also, as akagami7 has pointed out after some nice research, Meadows could very well be the defaulted gladiator, which would tie in with my believe that Sabo was in Block D in disguise, saw Luffy's fight and decided to took over his "duties".
But, sadly or not, while we don't know yet, it doesn't look like that. Rebecca is as tattered and torn as the rest. They all lost consciousness and are bruised and beaten. Someone steamrolled them big time. And the fact that this guy Meadows is the only one we haven't seen in a single panel since 706, the only one, then I could vouch for him to be the dark horse and, I hope, final surprise reveal of this arc. Kaidou officer, Shanks officer, underworld broker wanting to fuck up Joker big time, I sincerely don't know. . .

Someone who knocks him or herself down in their attack doesn't really sound all that strong.
Anyways my opinions:
1. Doesn't seem like Conquerer's haki. (no foams, just peaceful sleeps...)
2. Not a brutal force. (Like above, no real scars just sleeping and casual dirts on the losers)
3. DF ability? (possible but kind of lame explanation "sleep sleep fruit"?)
4. Something, or someone extremely fast. (Sabo says so... Is it a rumor of strength? Or a rumor of a phenomena like the current situation?)
5. Kaido? Just no.
6. The person getting up is the winner? Not quite sure of this. Wouldn't be surprised if he is knocked back down in the first panel of the next chapter. I'm also guessing that that person getting up isn't the one responsible for everyone else's KO.
And if it indeed is Meadows's doing, I can see him being associated with Kaido.

You know it could be kind of usefull if you tell your underlings something like this to prevent a situation like this one to happen you know.

I've actually had some thoughts about toy soldier being a dwarf, explaining his and Rebecca's speed a lot. Wouldn't fit very well with him being Kyros, but he's been very vague about who he really is, avoiding the subject when asked. Then it would make sense for them living outside the city considering the dwarves aren't known to people.
I don't see it as very far fetched for Rebecca doing all that exhausting herself, but barely able to stand up in the end. I agree on the emotional build up, it's been there since the beginning but I'd say it's been built up for her being the winner too. I don't see Meadows being the winner unless he was lurking around the block not getting any attention at all, but whatever happened someone was standing up after appearing knocked out too and looks to be the winner.
I also thought Sabo could have been Meadows, though I don't know why he would default unless he knew Luffy would be needed elsewhere which of course could be the case. Whoever Meadows is he's a mystery which probably makes him important, or forgotten by Oda.
Really should go to bed, feels like I'm just rambling stuff. Can't keep my thoughts very clear..

Rebeca might end up being the one standing but no way she can one shot everybody on that ring and the toy speech was more about "Instinct", so is believable that she reacted to this person fast movements rather than she use a technique that knocked everyone out cold but I truly don't see why Oda will place her on the finals knowing that she have no fighting chance against the finalists whatsoever
Another problem I have with Rebecca doing this… attack, is that the Toy Soldier trained her with a fighting style that doesn't involve hurting others directly (because of her mother).

I am hoping Cavendish gets up and at least puts a better fight than getting 1 hit KO'd… I don't see Rebecca being that considering how easily she was handled by Luffy, but you never know with Oda.

At first is started out good, he made a point of how "Flying enemies are work for a sniper". Nami decides to step up commenting how she's tired of running away, she wants to get some licks in. Heck she even looked serious with licking her lips.

As Usopp pointed out, he's a sniper and I would think they would be ones to take out retreating enemies (mainly due to them retreating they could be out of reach). Though it still sounds really bad next to the "I'm not afraid of far-away enemies who've lost the will to fight".

I dunno, I think with a matching grin, nose, mustache, the tiger skin, and the fact that Oda said on the 22nd that a "big player" was supposed to be revealed in 2013 but has been pushed back to 2014, it's Kaidou. Oda's quote combined with the fact that Kaidou and Meadows look so similar clinches it for me. I can't see Oda saying that about some commander we've never seen. Kaidou is one of the few reveals that could dwarf even Sabo's reveal, which I think was Oda's intent when he said that quote at Jump Festa.

that's the only thing that doesn't sit right with me.. his nose.. the mouth is the same and the moustache could very well be fake.. it would be a another cool reason for big mom to show up other than to (ramdomly) get caesar/beef with luffy.

His nose was covered up by his mask, though. Same with his eyes, which we can't see on Meadows.
My bigger questions are: How Bobbin made it to Dressrosa in such a short time, and: Why Big Mom would want the Mera Mera. In regards to the former, I guess that Whole Cake could be a lot closer to Dressrosa than Fishman Island.
May be it's Ace's first mate? from the Spade pirates era, that makes him his subordinate in the WB 2nd dev. No wonder Sabo heard about him? lol it'd seem too late for his introduction though.
I'm impressed with how Oda's handled this Block D battle. It has no main characters, so he's given it the least amount of possible screentime. Yet, he gave it a great cliffhanger, making us care about who wins and what the outcome is. This feels like a paradox. I also kinda want Oda to write for Bleach now. Imagine how much better every Vice Captain and Captain-who-used-to-be-a-vaizard battle would be improved. As in, we wouldn't have to see them.
Rebecca seems like the obvious choice for the person standing up. I guess she could have put out a huge attack an used a lot of energy and passed out for a second afterwards. Although, if you look at her (and everyone else in D block) earlier in the chapter she is not shaded with damage but in the last page you can see she is covered with spots of damage.
