The Naruto anime is actually generally better than OP's. Since it actually fills in gaps in Kishi's storytelling and showcases fights he skipped, and generally throws its budget at the important stuff. (exceptions abound with the likes of the Pain fight, I know.) And uses filler arcs to slow the pace down rather than slow pacing. (yes, those fillers might be awful, but it takes advantage and showcases the side cast and such.)
Granted, I haven't watched it in a good long while, But still.

The general audience don't care about the quality of the story. They just want action.
Good action = good story.As One Piece is more story than action people tend to think Naruto is superior to One Piece, which is hilarious.
Same thing with DBZ really.
Most things don't even have to make sense most of the time.
So, again: Invent a story with magic, explode a few planets with magic, earn $$$.

He then becomes a super model and joins a fashion contest that takes place in a background less world called the soul society where he gets involved in a conspiracy to steal the ultimate fashion gem from the soul reaper. He then meets Aiken, the king model who knows everything. After a series of fashion battles, in which many characters show off their ultimate outfits, called bankai, ichigo meets Aiken on cat walk. They both show off their multiple outfits and finally ichigo wins and Aizen is arrested. Then he retires from the modeling gig and gets a delivery job, but an ex model named Ginjo gets him back in the game as revenge for ichigo being better than him. Ichigo beats him too. Now there's another conspiracy, this time nazis have come to kill the judge of the fashion contest and take over the soul society. That's where our story is now at… Ichigo bleached his hair cause he's a fashion major at art school...
