Tousen is just a walking contradiction. Is blind but has the nerve to judge Komamura on his looks (when he gets sight….from being a hollow bug?), and I honestly don't think he knew what the word "justice" meant. It feels Tousen's rhetoric might have hold water in a world where Aizen and co. wanted to erase SS corruption, not the world we got where he basically did horrible stuff for lulz (I'm sorry, to be weak)
He was always my least favorite member of the Gotei, hands down.
And Mayuri is just a bizarre anomaly all round.

We also have mass murder of more then 20 000 completely innocent rukongai residents, who were slaughtered en masse because soul balance, and Yamamoto's reaction was mild irritation that Mayuri didn't fill out the proper form first.
You gotta wonder if this makes more sense in Kubo's head.

I mean, did we ever see anyone give a single shit about Komamuras appearance, did he ever recieve prejudice or ridicule in any way. I can't even think of a single flashback panel of someone going "lol foxhead!" at him.
If by that you mean mild surprise by shown by the very first person whom he revealed his face to in-series, followed by nobody else giving a damn, ever, then yeah.
Also how much y'all wanna bet that, seeing as Kubo apparently didn't even have the concept of captains thought up when the started the SS arc, he had absolutely no idea about how Komamura actually looks like until the very chapter where he showed his face ?

But if they were no hollows there would be no casualties and they have to keep the population down somehow.It's carefull politics really,they never die so the only way to keep the population from exploding is to let them kill themselves or let someone else kill them.

The reincarnation aspect has never been explained, but seeing as how the population of the world is growing, people really can't re-die in SS fast enough.
But since the whole problem with the Quincies was that they impeded the flow of souls towards the SS side of equation, why on earth you want to further decrease the amount of SS souls is beyond me.

How does the hollow world play into the balance, too? If you sent a large force of shinigami all at once to Hollow World and conquered it (I mean, come on, if the Germans could do it in like a week, so could the shinigami), wouldn't that be a better method of regulation, or at least making sure hollows aren't going around corrupting everything?

The shinigami had dispatched the most owerful Vastro Lordes- arrancarized, no less- without going all out, and its directly stated that Mayuri is just camping out there now, doing research. The problem with Soul Society is much deeper as it has been proven that there haven't been enough people alive to provide Soul Society, Hell and the Hollows and Arrancars with Souls. There should be several billion humans more dead than ever have lived to supply enough.

The eating thing was weird cause the people who did have high enough reiatsu ran the risk of starving to death and or absorbing nutrients from people near by…Rukia, Renji were both Aladdin style street urchins and Shrimpo was killing his grandmother somehow.
