I always felt that this bit would've been more impactful if the Fishmen hadn't still been so reluctant to donate blood. This whole arc was about bridging the gap between species, and Neptune himself says that that law is another curse that no one needs. If it still had to be Jimbei who does it in the end, that's fine, but Fukaboshi's words that this symbolizes a new beginning lose their punch when the only Fishman who can fully go beyond that final prejudice is the one who's already been an ally for over a hundred chapters.
But enough about the bad, let's talk about the good. Whoever came up with the idea for the montage at the end deserves a raise. Did all the right things there. That piano piece was new too, and new music is always a plus. Not so great an episode from a technical perspective, but from a directorial perspective it was lovely.
The quick gag of Chopper talking and then suddenly being facedown on the ground was great.
