Tashigi was arguably more important than Robin and Brook in Punk Hazard, though.

In a similar fashion you can see that Rebecca comes before the whole crew in Dressrosa. It doesn't mean she was more important than Usopp. It means that she was featured a lot and got time to interact. Carrot is similar. You will notice that Kyros and Rebecca were close due to interecting a lot and being lump together. A similar thing happen with Carrot and Chopper. During this arc they are a pair and it's no surpise they share a similar amount of exposure because they are mostly together.
Rebecca got a lot more emotional and narrative focus than Usopp in the arc. Take all these flashbacks and the fact we spent so much time in her backstory with the soldier. Usopp was very important to the arc due to what he did, but he didn't get half the focus Rebecca had.
I mean, if a character has panel time it's because it gets focus. This focus is not correlated to relevance, but it is pretty terrible judgement to take a prominently featured character (which is what panel time measures) and say that such character is completely irrelevant. That's just saying that Oda draws characters because he feels like. Hey, Carrot has the 6th panel time in WC, Oda probably just likes drawing bunnies. No, it doesn't work like that.
We can of course debate if the panel time of Carrot amounts to or accurately represents her actual relevance on the arc. We would probably not disagree that much. But since people in this thread like to pick extremes, they are calling her irrelevant. A character Oda cared to draw and insert in the action so much she got 6th in panel time.
It's kind of the same as this new mention on Im and Shanks. Im and Shanks being the same was implausible after chapter 907, and impossible after chapter 908. Neither of them convinced me one bit, but they did not hold the exact same chance. Degrees exist. Things are not black or white.
That, aside from this random rant on OroJackson and their theorists when all the stuff that was brought from there was factual information. Panel time. You can count that yourself and reach the same conclusions. The interpretation of this set of data is being elaborated here.
