This is a picture. There is a difference between a picture and the general outline of a story. You do understand this right? 10 minutes is more then enough to give the general outline of the story. And then all you need is a few hours to refine the dialogue. Again people to be forgetting that a manga chapter is just 20 pages not War and Peace.

You are not a very smart man. An actually good business always has contingencies. Any one who doesn't is irresponsible and not very smart. Building a safety is not compromising a business model it's ensuring it. The very first thing Oda should have done once he developed a well established business is to hire people who can keep up with him. Who can work under his guidance to fulfill his ideas should he have problems

It isn't really irresponsible in any way. In the whole 15 years Oda's been writing One Piece, this is one of like two times a chapter's been delayed due to his illness. It really doesn't come up that often and when it does, it has more to do with the timing of everything than anything. One Piece is also Oda's baby - it's the one big work he'll do in his life time, after all - and just like an author of a novel series wouldn't be expected to have trained someone to take over in case they get ill, the same's the case with a weekly manga series. WSJ lets authors take breaks anyway and I sincerely doubt that the magazine sells significantly less when One Piece is off. And nobody's really gone in to "hysterics" here, so I'm unsure where that portion of your post comes from.
How is it not irresponsible? The man has set up a system where literally everything grinds to a halt in case he has a problem. Something that he can easily rectify with hiring a small staff of writers and artists(and of course he himself should outline the plot for at least a few weeks)that can take over under his guidance. It's really that simple. Instead of behaving like a responsible businessman he behaves like a small child hoarding a toy. Good he has pulled it off for a long time but just because he was lucky it doesn't mean anything. What if he has a serious accident? Should the entire staff and everyone involved just wait patiently because Oda wants his baby all to himself?

Yes. Solo singers are not replacable. When they are incapable of performing they have to lose a lot of money.
However Oda is not a solo singer. He is more similar to Jon Stewart. You know what happens when John Stewart is busy? Boom. He gets temporarily replaced by someone other on his staff just like he is about to be currently
You know what happens when say the guitarist of a band can't play right now? He gets temporarily replaced.
EVERY business model where the man responsible can be temporarily replaced does it. It's called being smart. Can Oda currently be repalced? No. Can he take a few people to help him in the business and take over when he needs to? Why yes it's quite easy and should have been done years ago
