The previous "know exactly in advance what a fruit will do" catalouging makes it pretty much impossible. Shank's crew knew what the rubber fruit would do. Brooke's crew knew his resurection fruit, despite obviously having no way to test it. (That seems like a fruit that would need a couple users beforehand to know it that acuratley.) And Blackbeard's desperate desire to get that one specific fruit seems to imply its ad consistent results in the past. I always assumed the alabasta fruits were just kept in the kingdom and given to the chosen guards as a hand-me-down.
Users adapt to the fruit and that influences their personality over time I would think, as pposed to the other way around. (Bellamy especially had an incredibly conceited attitude JUST because he had a devil fruit that made him instantly better than anyone else, which at that point in the grand line was still incredibly rare. )
If there was any chance of the fruit varying depending on the user, that would have been noted by now... and thus defeat the point of having a catalog.
As far as logias being contained, I think Buggy proves its theoretically possible. Buggy had his entire torso trapped in a box and seperated from himself for a long period of time, and reassembled as just his limbs. Logia break into much smaller pieces, but if you could find something to actually contain them, it seems like it would be doable, but difficult.
