Well when it came down to it, I voted for Crocodile since he still has done more than Qhitebeard.

I voted Whitbeard. I adore Sir Crocodile and was I think he was the best villain until now.
But Whitbeard was always the character I was most interested in. First, that guy got a lot of foreshadowing and everything, absolutely everything, was always about him being the greatest pirate and the strongest person. Everything about him was just hearsay. Then he and Shanks met, splitting the very sky. I know, we saw a lot people creating insane natural forces, but these guys just splitted the sky with a sword and a bisento clashing.
And finally, the war started and we saw him doing something. And I was fully satisfied with everything Oda came up. The man definitively lived up to his reputation.
And I actually like him as a character, not only because of his status and strength. He's a very caring person, with honor and dignity. His strong sense for friendship is actually as strong as Lufffys, starting a war, just to save his crewmate, who is his rivals son.
And he also has a lot pride. Another reason for this war is his "don't fuck with me"-attitude.
But in the end, I still think Crocodile deserves to win as well, being the badass he is. For me, there is still no villain who is better than Crocodile.
In the end, I'm happy with both winning. -
