Don't know if this has been brought up before, but ….why has Garp not been penalised/victimised yet?
We know how the World Government operates, with its motto of Absolute Justice. We have seen an entire island wiped out to erase some historians. We have seen a Buster Call on one of WG's own establishment to erase, essentially, one person. We have seen WG eager to prosecute almost everyone connected to Roger.
Why then has the WG not taken any significant action against Garp?
1. Garp is the parent of the world's most wanted man - a revolutionary who has declared open war againt the government. One would expect WG intellegence unit to know the relation between Garp and Dragon. One would also expect WG to use Garp as leverage.
2. Besides his son being a most-wanted criminal, both of Garp's "grandsons" are exceptionally troublesome pirates. One guy being a division commander of a Yonkou, the other having declared war on the government.
3. The WG found out that Ace is Roger's son. This is a significantly tougher secret to trace than Ace's connection to Garp. Even though Garp did not raise Ace himself, we can assume that Garp visited Ace often (Ace seemed very familiar with Garp), and maybe even supervised Ace and Luffy's upbringing with Dadan. Why has the WG not penalised Garp for hiding the child of Roger, especially when the WG was desperately looking to erase Roger's bloodline?
4. Garp has a general casual attitude, and seems to openly appreciate Luffy's infamy.
We can, of course, speculate that Garp was indeed penalised and demoted to Vice Admiral, assuming Garp was an Admiral. Or, we can speculate that due to the above reasons, Garp never got promoted above VA rank. However, either of these "punishments" seem too trivial when looking at WG's track record.
