it's true that $9600/year is way below the american poverty line, but japan's entire economic structure is different, as has been already explained by others already.
in the AMERICAN animation industry, in betweeners are basically the "apprentices" of the field, where it's accepted that you'll make little to no money, but it's training in the field and you'll eventually progress upwards. I don't know how long the dude in the video has been at toei for, but at 27 years old i think that's a little young to be holding such a position. again, japan is probably different.
in short, i dont think this video explained everything, as videos of this type rarely do, because it's going to get more viewers when you say "here's a forlorn, underpaid young man who is trying to become an animator but barely survives" than if you say "this is the kid's summer job in between university, he's training to become an animator and $9600 in the USA and japan are completely different things"

i think you should assume that luffy is weaker than you think he is. he beat rob lucci in an all-out fight, just barely. no holding back, no underestimation on lucci's part. on the other hand, he fought opponents like crocodile, moria, and enel, and won - because of underestimation, a random advantage, and a situational advantage, in that order.
the reason i think you should assume luffy is weaker than your normal thought of him.. is that this means there will be more development in the story, more funny moments, and overall, more ONE PIECE. wouldn't it suck if during this great war, luffy figured out how to use some great power and kicked the ass of kizaru, akainu, and aokiji with one hand while kicking whitebeard in the face and learning all about the void century with sengoku? boom. series over. no more. the more of this show there is, the better.
also, i think we won't see kuma again, BUT he will turn out to be an important figure and he will be explained. we'll learn about him late in the story, but not too late to where he'd be ooold news. i still don't think he's a straight ahead "bad guy".

it'd be very cool if usopp brought back plants for chopper that opened up an ability to make "supplements". i.e. tonics and balms and shit that make people way faster, or able to absorb heat, or breathe underwater, or other important situational advantages. i.e. a "mirror balm" that allows the person to reflect light, temporarily making them invincible to kizaru. that one probably won't happen, but it's an idea.
this idea has probably come up before.
