One thing I don't get is, does he intend to permanently confiscate these, thus making these individuals actually getting work more difficult/impossible ?
The base of Pariston's support seem to be Temp Hunters, who have been mentioned a couple of times now.
The Hunter's Association is sometimes called upon by governments or corporations to do jobs. And a Hunter that takes such a job are guaranteed a set compensation based on the difficulty or danger of the job, regardless of success of failure.
Temp Hunters are the kind who specifically pick these lowest common denominator jobs and are looked down upon by other Hunters because they only take these organization arranged jobs without regard for whether they're qualified for it or even if they'll succeed, because even if they fail, they still get paid. Chapter 234 talks about this. Because there's such a huge number of applicants for these set up jobs, there is a committee (not the Zodiac) who assigns who gets to take them – and it may not be the one best one for the job.
Morau and Novu speak of a rumor that implies that the Vice Chairman (Pariston) has been trying to win over the committee into giving jobs only to Hunters who vote for him in the next election. Intentional committee bungling is why there are so many Division Commanders running around during the Chimera Ant arc for Morau, Novu, Knuckle & Shoot to deal with. The lack of support Netero gets during the Chimera Ant arc is because they're hoping he fails so he'll be forced to resign and the Vice Chairman can be elected into power.
As things currently stand - Temp Hunters are now voting for Pariston in huge numbers because he's convinced the committee to ration out these guaranteed pay day jobs to them to vote for him. The committee is likely receiving kickbacks and bribes from Pariston to keep things this way. So the organization is being corrupted and the Vice Chairman has been working towards this for three years --basically, it's going corporate, and the Zodiac are there to stop him.
Mizaistom's (Cow) mentioning of Hunters going missing (extremely, extremely odd in this world were Hunters are these exceptionally capable and informed people) would seem to suggest that either Pariston has some hand in it or just doesn't care about what happens to actual Hunters. With the huge voting bloc he has, he may not need to care. Making things more difficult for Hunters in the shadiest way would only benefit his bottom line. He may indeed be intending to hold onto these licenses forever, though I wonder if people would let him get away with it.
No matter how you slice it, the Chairman being dead is a serious threat to the future of the Hunter Organization.
Pariston is a magnificent bastard.
