also i don't think garp was an admiral i see him more as a vigilante who made a name for himself and was finally accepted into WG. I think his relationship with roger is very similar to luffy and coby that's why it would've been hard for him 2 go all out.

My theory is that Dragon has like a handful of revolutionary generals that are on par or stronger than the shichibukai, and Iva-san is one of them.

Haki seems to be used interchangably between the actual "ambition blast" ability and a measure of a character's strength or resolve or both, like talking about how much "heart" a fighter has in English maybe. I dunno... until this shit gets sorted I give up.

This is probably completely dumb, since I have yet to look at any kind of comparison, but I had the weird thought the other day that maybe Akainu = clone of a younger Garp. Not based on much other than the dog mask, Garp having previously cornered Roger often (which makes me think he'd have previously been an admiral, but got too old, then Vegapunk stepped in and made a clone a la the method for cloning Kuma), and that imo it'd open up a way for Oda to go into the background of the current big shots in the Marines (how did Sengoku become fleet admiral/who was fleet admiral when Sengoku was admiral, Garp's history, possibly the current Admirals). I haven't looked at the guy everyone anticipates Akainu will have his design based on and compared it to Garp to see if he could potentially age like that, but…

so these are my 2 reasons:
1. all this haki stuff (which was confirmed as haki) started to take a role briefly after they reached the red line, the border to the NW…i think that is very foreshadowing...
2. most of the top tiers we know have devil fruits, but recently shanks showed that he could use haki, oda also introduced rayleigh and sentoumaru who both had no devil fruit, but haki...(yes, i'm assuming that sentoumaru has haki here). before we just saw mihawk doing something (also assuming that he has no df)
and if the people there are that much stronger (which was stated ba moria), they should be able to somehow handle logias, without figuring out their weaknesses everytime
edit: if i remember correctly it is said, that every man ever entered amazon lily was killed, so how could roger learn haki from them? if you respond that the elite kuja pirates, who can travel on the ship taught them, why should they and did they than taught others who can use it also, too?

I still kind of think Oda is kind of punning the word (and expectations) as much as foreshadowing, and it's not intended to be clear cut in any language… but, I'm going to leave this one be until haki gets more clearly explained. It might become a major point in the new world, but it's such a hax ability that we know so little about so far.
And I understand what you're saying, but regardless of who might or might not be able to use haki so far; from almost everything we've seen of the story so far, Logias have been and still are the top dogs. Admirals, Ace, and BB, regardless of mentioning haki and being a D., really didn't make his play until he found his perfect Logia. I don't doubt it will become relevant, but I seriously doubt it'll become relevant so Jinbei will become nakama or Luffy can pwn an irrelevant boss.

of course you can find ways out and write a whole new story, but not much is directing us to your theory at this point…
i think it's more like the case with luffy...rayleigh for example showed signs of haki and because he's a smart guy, he figured out how it works and optimized it...maybe someone helped him and explained it, but still he learned of it through himself...

Buggy is too weak to even scratch the gate. In fact he is so weak that if he tried damaging the gate somehow, he'd have the opposite effect and will actually repair the gate.

I knew that I was just pointing out how weak Buggy is. So weak that Spandam could beat him to a pulp even with his spine in the way that Robin left it.
