Wasn't Re-destro's character based on a political activist in Japan's history that strongly oppose the politics of the government? And in the same way his entire group opposes the current government?
And that's a pretty huge group we are looking at. Also the governing body in BnHa is not similar to a figurehead in Dragon Ball and is actually closer to the old aged corrupted ninjas back in Hidden Leaf.
Heroes is regulated and no matter how much a saint the heroes think they are, public opinion obviously plays a huge influence and public opinion = government decisions. Past arcs have shown how public reception lead to the government tightening the rope around the heroes.
I don't think the heroes have all that say and are more restricted by the government, mass media and regulations more than we would think.
And that's a good thing, because that's how democracy works. Public opinion influences things. Heroes have big power, thus big responsibilities. It's only natural that they have tons of regulations.
If the government started working against the will of the people or hiding major scandals, then it would be a problem. The Hidden Leaf Ninjas were always making decisions that benefitted themselves first and foremost, employing gratuitous murder and genocide, and used the safety of the village as an excuse to justify them (not unlike a fascist regime). Meanwhile, the worst thing the MHA government has done is hiding Hawks' family story.
Meanwhile, every single major MHA arc has the repercussions playing among civilians on TV, and we see the system being influenced by them. This is good. Like, if you want to compare the Naruto and MHA governments, at least list me the actual problems the latter caused.
- Tomura: Not the government's fault, but rather a shitty dad.
- Dabi: Another shitty dad, although this time it was a direct consequence of the Hero system.
- Toga: Arguably not the government's fault. Her case is just too inherently biological to place the blame in someone.
- Spinner: Racism. The root cause is fear and education, which may or may not be government-driven. Racism exists everywhere no matter the government's progressiveness.
- Twice: Victim of social prejudice. The government can be blamed to an extent, but social culture and pressure is the biggest culprit.
- Overhaul: Organized crime. Considering that the Yakuza are merely figureheads nowadays, it's likely that Overhaul just picked up bad influences along the way.
- Gentle & La Brava: Social pressure again.
- Stain: Victim of the Hero system, but only because of warped views.
A lot of those were caused by typical government and social flaws that are still unsolved in real life. Very few of them are actually hero-caused.
