Sentamaru is fodder. He was only strong coz he knew haki pre timeskip.
Which means he wasn't fodder when introduced. I mean Crocodile is fodder nowadays but he wasn't fodder in the arc he was a player same thing for Sentamaru.
Which reminds me there's Moria and that guy constantly eating in Shanks crew, Urouge(I'm not sure if buff counts), Do we consider the boa sisters as fodders? because one is bigger…

It's true. But, if we are thinking hierarchies, the sumo guy is probably below Holdem, who's below Hawkins, who's below the Calamaties, who are below Kaido. If we want Luffy to defeat Kaido at some point, somehow, he can't be struggling with these guys.
Also, Luffy now must be one of the 100 (maybe 50?) strongest people in the One Piece World. The fact that he can easily beat some of the warriors in Wano doesn't prevent Wano to be ranked as the "strongest country".
I think Luffy is defnitely top 20. 4 emperors, 3 admirals, 1 fleet admiral, 1 ex-admiral, 1 ex fleet admiral, 1 Garp… Luffy is definitely top 20 maybe even top 15.
I think the giants are supposed to be the strongest country?
I probably wouldn't care in any other place but like I said I hate when those phrases are thrown around and immediately forgotten/undercut for the whole arc.
