My agenda for the Reverie:
- The world government has about 170 nations. Assuming each nation has one vote, that means about 86 votes are needed for vote casting majority.
The WG has 170 nations, but the Reverie is strictly for monarchies. I really doubt all 170 nations are monarchies.
- Since the Tenryuubito are technically just kings, I assume they have 21 votes in the council plus a number of allies that are made up of the arsehole kingdoms of the world (Goa, Black Drum etc.) and are the currently dominating fraction.
By definition they are not "just kings".
- The opposition is made up from Alabasta plus the niceguy kingdoms we have met so far plus those who have been screwed over by the world government or a Shichubukai (Water 7, Dressrosa, Prodence etc.)
Water7 isn't a kingdom. It won't have a representative at the Reverie.

They are infuential because they founded it and live in close proximity to it. But that doesn't mean they are the leaders of it. The Gorousei lead it and they don't look like Tenryuubito. Assuming they are inspired by the united nations, their headquarters are in New York, and the U.S. founded it and is extremely infuential, but there is still a vote and they can't outvote everyone (especially not other superpowers like China or Russia ). Regarding Fujitora, we don't know how far his ban goes (only Marine headquarters or also Mariejoa).
This is a poor metaphor here, since the UN really isn't anything like the WG.
The UN is a bunch of independent governments meeting together, the WG is literally one government that spans most of the world.
The kingdoms inside it have lots of control and power over their kingdoms, but ultimately they're still subjects of the WG.
So the Gorosei and World Nobles already outrank the various kings to begin with.

I don't think their influence goes so far as that key can openly brand or kill other kings. Otherwise they could just conquer all of the less armed kingdoms and wouldn't need CP9 to do exert their power in secret.
Again buddy, they don't need to conquer what is already under the WG. Unless they personally wanted to own the land, and personally took it over. At most.
However I think you're essentially right that they don't actually have free reign on kings. Like by law perhaps they do, but I'm willing to bet the Gorosei are far too smart and shrewd to let them make messes on that level freely.
