Why are you underestimating Big Mom? You haven't even seen her in full, nor have you seen her subordinates do anything at all, and you are acting like Linlin is far inferior to Kaidou based on what: the appearance of the yonkou and her subordinates?
It really seems like Kaidou is the bigger overall threat narratively. He's the one that was foreshadowed eight years ago as having slaughtered Moria's crew, and is the one that Law, Ceaser and Doflamingo are all scared of, who stops at nothing when he's angered. He's the one that went to try and kill Whitebeard and fought Shanks on the way. He's terrorized Wano, and is described as strongest in the world and has been shown to be nigh unkillable. And his minion just demolished an island of powerhouse fighters, and then went off to fight an admiral and Garp on his own.
Meanwhile, Big Mom has been shown to be a buisnesswoman… who whines and complains when she doesn't get her way, likes having big parties, and eats a lot, and has already been having her stuff attacked by Kidd and is having financial troubles. Plus, we know Jinbe needs to break ties with her sooner than later so he can join the crew, and Sanji's plot is dragging us straight to her.
Its not that she isn't threatening, but she seems less aggressive, less of an overall threat, in comparison. Plus she is the one Luffy got angry at and in a conflict with first.
Kaidouis being presented as an unstoppable monster that everyone is afraid of thats conquering lands. Big Mom is being presented as someone who negotiates, that Luffy is going to have shouting match with over food and weddings.
It'll surely be a great fight when we get to it. But we can't well spend the next 5 years on Big Mom, then another 5 on Kaidou, before we finally move onto Raftel, Blackbeard, and then the great war. It's too long, too much. One of the four emporers is going to have to go down first and a little easier and quicker, and for it to be "the strongest creature in the world" wouldn't leave much room to go up.

I wonder why Oda decided to break the 3 and break trend? Is next chapter something so juicy he decided to not delay it or is he feeling healthier/motivated? Either way im not complaining .
Just had a holiday break after all.
But the 3 weeks then break isn't a hard rule, sometimes he goes 4 or 5 straight.
