I'm getting a lot of Sai suggestions, but his gimmick was more that he had overblown reactions to things, not that he did every single thing exaggeratedly (and his quirk was very sparely used).
In OP, I'm getting a bit more of a Kumadori vibe, in that everything Sicilian does is over-the top.
Maybe the character I thought of was Seibus Coach from Eyeshield 21 (DRINK WATER AGRESSIVELY!), but I know theres a better fit out there

What's so mythical about a mammoth. He should fall under ancient zoan category, no special powers.
Maybe "the drought" is a result of his thrashing around, causing the environment to look like there's no life there.

Could be a possibility. Also, Jack being called 'The Drought' could also mean the other 2 top subordinates of Kaido has epithet/title that is associated with natural disasters. Maybe 'The Flood' or 'The Typhoon'? I also speculate that maybe these three had abilities that related to forces of nature, Jack being Earth, the other 2 being Water and Wind and Kaido, on the other hand, I heard people saying his possible Devil Fruit could be a 'Dragon' Zoan and by that, being Fire.

Really liked the chapter! Finding out Jack is his Marco is pretty crazy! We already have a Yonko second in command! Makes sense though if he becomes Zou's villian. Anything less after beating Doflamingo would be anticlimactic.

Oh yeah, you're right. So far, we've seen only 2 Ancient Zoan users, X. Drake and Jack but none of them shown themselves in hybrid human appearance yet.

It did seen very weird surgeon powers would have electric moves attached to them. And this would confirm that electricity moves of the Minkmen can be taught (aka someone on the crew could also learn it).

Or the flashback as a whole, finally giving us some explanation as to what exactly happened when Jack ravaged Zou?
Or the introduction of new and important characters for this arc?

I'm genuinely mystified.
I am surprised we are even seeing it since Oda always likes to make things in part 2 be off screened so much.
But I do see why he's complaining- he'd probably rather see Jack in real time. Just leave what happened implied and show these characters again via them doing things when they next appear, instead of being a flashback. Also, focusing on what will happen next in Zou instead of the past.

I feel like it should simply be told via dialogue in brief, like it would be in real life if someone were telling another person what happened…or just let it happen in real time..aka show it as its happening. But I understand why Oda didn't- it'd feel out of place during Dressrosa and it'd slow the arc down even more.

Flashbacks are the best! And at this point in the story how can you not look forward to them, especially knowing the weight they tend to carry? It's all leading towards what went on with Sanji as we so it's all good to me. For the impatient who read weekly I get it but in the long run it's all for a better story. Seeing is completely different than just telling. We know Tiger scaled the Red Line, attacked Celestial Dragons and freed slaves and when it was brought up, the actual flash back was skipped, twice. That is going to be big deal some day when Jinbe is back in the story and I bet we'll all be thankful it was finally shown.
Pretty cool! So initially it seemed like Carrots little gauntlet hand some electrical mechanism involved. Then Roady used it with his head and now the whole island seems to be able to utilize it at a moments notice. It's gotta be some development and use of static electricity. That's a nice take on races with fur hahaha.
Sicilian looks like that great Swordsman who Ryuma battled in Wanted. Sort of but I guess he also looked like Mihawk to me.
The gas Jack used can be seen as far back as Chapter 795. When Chopper demanded Caesar's help I had a feeling it was from something Kaido's crew had done to the Mink's through Caesar's weapons but I thought it was like Smile experimentation or something. So now it's very clear that that was Sheepshead watching the brokers broadcast, as if we needed any more confirmation.
I'm glad Sanji turned Sheepshead into a one hitter quitter. It's not like we got to see him do anything amazing but he seems fairly important among Jack's division so good for Sanji. Those guys he commanded were Smile users 100%. They probably start as full animals but if they are unstable they may have only parts of their bodies transformed. That could be the risk involved that Law mentioned a few years ago.
As for the Usopp Pirates, did the always have those Luffy styled belts/sashes around their waists or is that new since the last cover page? If it's new I'm going to guess that's their homage to Luffy.
Nothing on Sanji but things are still very intriguing. Caesar is still no where to be found either, I keep having this feeling that Sanji took him with him. If Sanji does have some relation to the government, he might have asked Caesar what his new bounty was all about. Caesar could have possibly theorized or known why which convinced Sanji to take a few personal days.
Where's Sanji dammit?! So, is Jack Kaidou's first mate, or just his number 1 pirate ally? He sure has unimpressive henchmen though. I still think that Sanji might have beaten Jack already. I'm surprised that Jack is really his name and not his alias like Joker.

These past chapters have felt like arriving at an awesomely cool new videogame level that you just can't wait to explore- but you gotta watch a 20 minute cutscene first. The main thrust of the story remains the crew walking around getting status updates, and when the Editors note says "What on earth happened on Zou?" I just want to know what is going to happen on Zou. Like, once the walk-and-talk is over and we know what the deal with the Gas weapon is, what happened when team Sanji arrived and fought Sheepshead, and where Sanji and CC wound up. Once all that is done I guess they're gonna go search for Raizou?

Brook has zero feat at all so far unless we count defeating Talaran as something. Placing him as stronger than Chopper, Nami and even Usopp is something we do simply because they are seen as the "weakling trio" and not because Brook has proven to be strong.
I am not saying he definitely is weaker than them (it's impossible to measure Brook's level until Oda gives him something we can work on), I am just saying that he doesn't come out as a strong character… And since this guy is the one to fend off Sheepshead attack, wolfwood is right when he says that Sheepshead threat level is really low at the moment. Sanji coming after that to one shot him seals the deal, but things were bad enough already before that.
That's a fair point. In fact it's always bothered me that Brook hasn't been shown to do much feats wise. He fought Jora in part 2 and the spider monkey in part 1. That's all I recall.
I don't like people assuming Sanji is equal to Zoro. I feel Zoro is closer to Luffy's level…maybe nearly equal to Law (who is a little below Luffy).... and Sanji is a little below them. You might ask why? Simple. Sanji struggled with Vergo. Law beat him in one swing. Zoro beat Pica in one swing. Pica and Vergo are close in both rank and strength. It's pretty clear to me that if Sanji struggles with someone Zoro could beat so easily...they aren't equal.
Still no sign of Sanji….... am sure by the time we know what the SHs did for zou, it will be something silly. Oda is lapping it up too much.
