Yep, just as the preview showed, they cut away from the flashback.
And did yet another "Luffy is dead!" cliffhanger. Good episode besides those things.
Oh man been looking forward to this episode for awhile, literally beginning to develop my fave OP character of all time to this day. We get to see little Law and Corazon's relationship begin to develop.
One Piece Episode 704 Preview
This was the first time I didn't find Kamiyan's voice in chibi Law's body jarring too, probably because Law was whining the whole episode which Kamiya has a natural talent for
Ooh this episode was a lot better than I expected, I loved all the little things in it like doffy telling Cora to hurry up. Corazon is one of my favorite one piece characters so I would have loved this episode either way. Animation was great as well

The art direction for this week and last has really been on point. This was probably the best-looking episode that Kitazaki's been in charge of so far.
Though I still need to get used to his voice being so deep, it's appropriate that Yamadera's performance as Corazon really stole the show here, especially during his breakdown at the end. That was definitely some of the most genuine-sounding crying we've heard recently in this series. It sounds like Sengoku's new seiyuu is trying to imitate the old one's graveliness. He still sounds a little off, but I guess it's better than the "slightly older Sanji" sound he had in Unlimited World R and Film Z.
The ending, yeah, weird. It would've worked had they just kept the part with Law and Doflamingo since Luffy's fight down below is completely superfluous right now to the context the flashback is trying to provide.
I heard people saying before that the flashbacks always get lower ratings because people suck and need nonstop action all the time. So that random ending was likely a ploy to say, "Yo boys, the fighting is just around the corner so come back next week" Still random as hell though.
Also, did Sengoku's VA pass away recently? I think I remember that happening but I'm not entirely sure. He seemed to have a different voice.

Sengoku's voice in Film Z was Sengoku's first voice, I don't know why you are complaining about it.
I'm looking forward to Law's flashback to be over. Try as I might, I can't handle his kid voice and personality. The episode minus those things was fine. Corazon I enjoyed and it kinda cracked me up that it became a montage of "Help cure my friend!" walks away from screams and explosions.

I always wondered if Cora-san felt somewhat guilty about the fact that the government he worked for was behind the reason why Law couldn't find a cure. Not to mention the fact that his surrogate father, Sengoku, oversaw such government atrocities such as Ohara, the killing of women and unborn children who had any connection with Roger, and Flevance. It would be interesting if Cora-san had ever questioned some immoral actions the marines partook in.

I'm assuming they cut away from the flashback because they ran out of time and couldn't think of any filler to pad the last minute. Plus the whole "Luffy can't be absent for too long" mentality of FujiTV.
Anyway, I've been cathing up from 701-703 and I've got to say they've been doing a rather good job on this after the minor fumble at the end of 700. I agree that the crying sequence was very well handled, though the direction of these past 3 as a while has been impressive (minus cutting away to the "present"). I actually got a few feels from watching these episodes even though I knew what was going to happen.

Which is pretty sad if that's the case for the studio that had an infamous field day with ASL filler. 6 months of this flashback happened off screen and was ripe for padding. Didn't they add original stuff to the Becky flashback like a year ago?

I don't think that's only a Fuji or Toei thing, Oda himself doesn't like to keep his MC away for too long. Or is it Shueisha?
The FI flashback had breaks to show the main characters, although Luffy was sleeping for most of it.
Either way, i think it's to be expected that the anime wouldn't make a Luffyless flashback even longer than it already was in the manga. That's the difference from the other recent flashbacks, it's more lengthy and no Luffy.

Planning -> Script (4-5 months before On Air) -> Storyboard -> Sakuga (LO, KA, Sakkan, In-Between)/Background/CG/… -> DB/CT/AR/... -> On Air
It's impossible to add some "extra scenes" in a hurry, because of the production system of any Japanese TV anime.
And in fact the pacing of this episode is a bit fast, especially the scenes where Corazon took Law to visit hospitals, which means the pacing of this episode could be better without those "cut-away-from-the-flashback" scenes.

Though in hindsight, that's a better decision that trying to artificially drag out what was in flashback longer than necessary simply to fill a full 24 minute episode.
There are two possible reasons why the anime staff cut the flashback away in this episode:
1. Just like some people said before in another thread, many audiences don't like flashback story, and they want to see more actions. One Piece have too many audiences, and every mouth has a different taste, after all.
2. There're some criticisms that Law's flashback was apart from the Dressrosa Arc itself, which broke the continuity and integrity of this arc. And these "cut-away-from-flashback" scenes made it had more connections between Law's flashback and the arc itself.

According to the 30 secends long preview of #704 (which can be found on the Fuji TV website), the next episode might start with the scenes where Luffy gets rid of the ropes. And maybe this means that all the "cut-away-from-flashback" scenes are what the staff intend to do, or are asked to do.
Just noticed that Corazon is wearing his green shirt in the initial shot where he goes "You just said Cora-san…" and when it cuts to him smiling he has the collar of his usual heart shirt.

Be relax, all animation companies can make and will make this kind of mistakes, and there're many similar mistakes that were made by Oda himself (for example, Kurokodairu with two hands).
One can always find something to complain as long as he wants. But Toei Animation isn't the company that has original sins, right?

Personally, I just can't understand why people are so down on the flashbacks. I even have a coworker that watches One Piece, and I asked him just a few days ago if he was caught up and he's like "But it's just in Law's flashback right now? Who cares about that?"
It's a shame. One Piece's flashbacks are (IMO) incredible and are actually heart wrenching. This one is an example… Corazon caring for Law just felt very... real to me. I don't know. Either way, I think that the flashbacks of One Piece lay the foundation for the emotional backing behind so much of what goes on in One Piece. Perhaps I'm the only one who cares about that. Everyone else is like "Action! action! action!", but for me, action is dull without emotional backing. I have to care before I can get into the action.
Oh well… Just as long as "ratings" never take away Oda putting them in, I guess there's no reason for me to get irritated over this.

Corazon's breakdown was the moment I was looking forward to and they executed it pretty well with Yamadera giving a great performance, so no complaints here. I wouldn't have minded some filler about the time Corazon and Law spent together, though.

Oh I feel the same as you, trust me. That's why I wasn't a fan of the ending myself either. And even though the fight with Doffy is awesome that particular scene felt extremely generic to me.
