What episode did "Hands Up" officially start on? I know it wasn't at the first episode of Punk Hazard, so I really can't tell if it's being omitted like the original subbed streams or not based on the first DVD set.

You mean a year and a half? May 2018 was the last episode release.
Has it been that long? I've had so much going on IRL I guess more time passed than I realized since the end of Fishman Island. That is pretty crazy when you think about it considering we still don't know anything.

Either way we're about 3/4 of a year I believe since the last physical release. It's time for them to start giving some kind of indication as to what is going on.

God the animation was pretty bad this episode. I mean it hasn't been great through most of the Reverie but it was pretty noticeable here.
If the Wano arc doesn't start until July 7th, I'm assuming we're going to have one or two actual filler episodes because I can't recall there being a lot of content left before the first chapter of Wano after next week.

Oda really skimped out when it came to the Reverie arc. Without Luffy and his Waifu in the story, he gave up on it super quick.
That is an incredibly ludicrous assumption to make when there are so many more sensible factors that could have played a role in that, such as Shueisha/SJW powers that be forcing his hand due to a lack of the main character. Originally it was stated the arc would be longer, so it's obvious the editors and higher ups were the reason behind that.

Whether you like it or not, this is an anime that is hitting 20 years. Those of us on the forums who are watching this series who happen to be older and have been watching for years are in the minority and not even remotely under Toei's radar. Their marketing is the Japanese market, and even moreso they only care about continuing to draw in new fans from younger generations. Even when it comes to older Japanese fans their catering is minimal, only with the movies and specials. The flashbacks are annoying in some of the episodes and not bad in others, but the point is that people are going to complain about it and it's not going to change. They are there to prepare a new crowd for the Wano arc. In the most recent episode I'm even more convinced of that now, with them having recapped Fishman Island all the way through Whole Cake Island to cover Luffy's track record with Kaido and Big Mom.'
I suppose One Pace exists for those who like them, even though I don't like how they do things myself.

But is there a reason they can't just air a recap series of episodes like they did in Enies Lobby, but for Reveries characters? Or just give a very brief description like the manga did? Or just tell those dumb kids to google it? This is like the worst way to catch viewers up.
I mean personally I would prefer that to this, but I suppose there may be behind-the-scenes restrictions from the TV channel they air on (Fuji TV is it)?

I completely understand what you guys are saying. But though I'm also beyond done with flashbacks, the point was to introduce a new audience to the coming Wano arc. Not crazy about them recapping even the tiniest bit of Whole Cake Island due to it just ending, but the theme of the flashback was to catch new viewers up to speed on Luffy's involvements with both Big Mom and Kaido. Like when I first saw the Fishmand Island flashbacks and the Punk Hazard flashbacks I couldn't see the flow of what they were trying to do, but then realized they were trying to give a 10 minute digest on what Luffy has done in the New World to get mixed up with Big Mom and Kaido - who were both shown at the start of the episode.
MVPs in flashbacks were Doffy and Katakuri as brief as they were.
Now, hopefully that's it on the flashbacks. What else even is there to rehash? Oh wait, next week is a Sabo episode. I hope they don't start recapping Sabo's adventure with the Revolutionary Army.
EDIT: I don't even need to rewatch to make a list of the arcs recapped. It's pretty straightforward actually.

Not only that but some scenes/dialogue in the East Blue special were not present at all in the original episodes, since certain scenes in the anime episodes deviated a bit from the manga (whereas this special seems to try to stick a bit closer to it at times). Its probably safe to assume they wouldn't be able to rely too heavily on archived recordings.
In fact, to add to this, after having done a comparison myself in the past between the anime's episode 1 and the special based off of the manga's first chapter, there are a LOT of scenes the anime originally skipped and even some scenes with Shanks and his crew talking with Luffy that weren't in the anime originally. So even if they wanted to pull scenes for some of the other episodes, it would be impossible for Luffy's segment.
EDIT: Not to say they can't pull audio for specific scenes like certain side characters that hardly appear. It's possible for them to do, just not efficient for the entire recap.
