Executed because she played around with a marine a little? Momanga and his men were fine and the only injury he suffered was from himself.
As for replacing her, that would be assuming the kuja would be willing to cooparate with the WG rather than revolt and that they have an other that have enough of a reputation to replace Handcock. Seems like a lot of trouble for no reason.

Kuma allowed the strawhats to escape, and for all the goverment knows, was the one that allowed Luffy to get into Impel Down, yes this stunt got him to be a full weapon, but then, the damage was already done, and still was watching over Sunny.
He had been a faithful shichibukai until this point and a couple of days later was transformed into a weapon(which proved he wasn't involved in Luffy's presence at ID). Considering how close he was to lose his free-will and his track record, it's pretty normal for him to retain his job.
Moriah was using Marine and civilian shadows, unless the florian triangle affects communications, or the news coos, then the WG would learn about it
He was building an army and was all the way to the Florian triangle. I doubt he bothered with Civilians who are normally weak when he can get as much pirates as he needs. As for using marines shadows we only saw use marines bodies. They would certainly have no business in the triangle.

The goverment was probably turning a blind eye with the whole human auction thing, and the coup thing, and the "I'll make marines kill eachother in meetings" thing.
Human auction was legal because of the world noble or wathever weird rule.
We saw the coup. He clearly made everything seems legitimate from framing to ensuring Vergo was the closest base commander.
We also saw government agents which means he was investigated.
Crocodile, Law, Jimbe and Mihawk keept the facade until the end, but we know of their dealings, and support to the strawhats, emperors, or searches for ancient weapons.
The government aren't the readers.
And even with that I would only consider Croc to have been detrimental in this list.
Mihawk strength and fishmen relationship are definitely worth it.

I think that seven powerful marines with the same freedom as the shichibukai would be a better system.
Not that I think marines have the necessary force to provide such force. But I am curious How would they differ from marines exactly and why would they better serving that way than as regular marines?
