Note how Naruto is not in the same phase of Dragonball and Kenshin, they are in the phase after grabbing a new generation and getting money from them.
Dragon Ball really only returned due to next generation grabbing.
The series was basically silent since 1997 and returned in 2002, 5 years, with the Kazenban edition and a new game. Due to there popularity the Games started getting pumped again, and due to the around 10 or 20 years return of anime that toei likes to make the remake Dragon Ball Kai also returned and was a success. Due to that now we are getting a lot of movies and stuff again.
A similar thing also happened with Rurouni Kenshin.
Naruto right now is in the Dragon Ball GT phase. Trying to endure 1 or 2 more years before the silent time. After that silent time, in the time of trying to grab a new generation, if it succeeds than it will return again if not than it will most probably go for good to obscurity.
Now, Gegege no Kitaro that has been able to return from obscurity every decade. That is a phoenix franchise that will never end.
