This is Luffy's first major opponent post-timeskip, I just can't see Oda making that a 2 on 1 matchup tbh.
I think it's more likely that Luffy will free himself just as Doffy has incapacitated Law and is about to deal the finishing blow.
Then we get to see the full extent of Luffy's powers after 2 years of training Vs. Doffy.
Honestly, it has had a 2 on 1 combo already. Dofla is having to take on Law again and is taking damage. Regardless of whether or not hes fighting them both at the same time, Dofla is having to take on two 400m+ high tier chars with plot armour backed up with a flashback amd country power ups.

Still though, there was nothing in the series indicating that they'd be able to put up a real fight against Luffy, Zoro, or Law. Any hype created was made up by the fans.
The executives being as strong as Law wouldn't make any sense since Law defeated Vergo in one attack. They'd also have to be somewhat comparable in strength to Doula which also wouldn't fly for various reasons.
They fought people who were pretty much out of their league so they didn't perform so well in contrast. I'd agree that because of that they look pretty weak though so I understand the disappointment a bit.
Vergo was trying to tank a hit tbh. Dofla said he would, but they messed that up.
Iguess its a fan made hype but the way they were showcased by being Doflas henchmen they were supposed to be strong. I mean, Luffy is going to have the fight of his life against a top tier shichibukai who would give a lot of top tiers a run for their money.
The logic would be why would Luffy have a hard time and the rest not.
I guess this is how Yonkou be. The head Hancho is OPAF but the commanders can be handled with high diff but arent near close to the captain.
