My favorite is a tie between Law and Whitebeard.
Law is a great strategist and has an very interesting fighting style. I'm very interested in his past. His interactions with Luffy are hilarious and it's real admirable how much faith Luffy has in him. I hope the two's bond continues to grow strong into a very strong friendship.
Whitebeard is simply put the most badass character in the series. And he's not just some brute. He's very intelligent and has a lot of emotional depth. His death was manly and beautiful.

I have to go with Borsarino as due to Oda being a fantastic creator of characters with either interesting personalities or characteristics that oppose what their devil fruit allows. Kizaru is such a laid-back and easy going guy who happens to inflict damage at light speed, making his attacking power ultra strong, dangerous and his movement dizzyingly rapid and surprising.
I wonder if any character will be capable of ever matching him in One Piece (unless they get lucky with some seastone weaponry perhaps).

To me, my favorite character was Marco the Phoenix. He was just too awesome. I hope that he comes back in the anime as a possible candidate for the Strawhats.

Out of the Strawhats that would be hard to choose since they are all amazing, but It would have to be Zoro for male, for female it would be Robin.
Outside of the Strawhats it would also be a hard choice but I think Rayleigh or Ace (if we are counting general), for female it would be Vivi or Hancock.

My favorite is Garp. I really fell in love with his character during Marineford when you could see him struggling with whether or not he should place family over duty. Also, the fact that he took in his arch enemy's kid shows that unlike most of the marines he follows his own moral code which is a nice contrast to followers of absolute justice who blindly obey the government.

Chopper is my favorite character, by far. Robin is 2nd. The loneliness these characters went through greatly affected me, since I felt the same way during my middle and high school years. I related to them more than any other characters.

My absolute favorite is Brook. He is just such an amazing character and an amazing man. Wish I could find someone just like him in real life.
Some other major favorites are Usopp, Hachi-chan, Bon-chan, and Buggy.

My favorite Straw Hat? Zoro. In all honesty, I don't care for Luffy that much.
My favorite NON-Straw Hat, though, I have a few;
Trafalgar Law - I love him to bits, he's so edgy and cool and his DF power is ace.
Bartolomeo - Funny as balls, interesting powers and witty personality. Hope we see more of him later on.
Wiper - I loved this guy the moment I saw him - awesome design, unique fighting style and he's a very competent leader who all the Shandians trust, with good reason.

My favorite One Piece character is Dragon. Even though he is hardly known, he seems to one of the most interesting One Piece characters. Amongst the Strawhats I really like Robin. Although it is nearly impossible to rank them, because I think that every member is interesting and likable.

With so many characters in OP it's really hard to choose one and all kind of reasons to like a character.
My favourite is Shanks, he has that not-too-serious-for-such-badass attiude and I love how everyone (whitebeard,mihahk,sengoku,garp,admirals..etc) admire him and fear his strength at the same time.Also Sanji when acting all cool and lights up his cigarette and says something serious like Luffy when he grabs firm his hat before entering a fight.

Sanji and Zoro became annyoing post Time skip with Sanji being too much of a trope by now (i love women and can't do anything about it, and nosebleed) and Zoro is too cool for school, never smiling, personification of badassery. -

Law has been my top fave for a while now. His looks and his 'fuck shit up' attitude need no elaboration, but I've been loving the added naunces to his personality and history. His DH powers are what really seal the deal though. He's not exactly a straight up powerhouse like Sabo, Luffy, or Zoro, but his strength lies in utility and there's just so much potential for abuse with the Ope Ope no Mi. I am very happy with how it seems that the SH are his only allies so far because I think he's basically the ultimate supporting character in the entire OP world.
Luffy used to be at the top of my list, but now he's second and I feel a little awkward about that. He's still the most lovable character though.
