I don't think he works like that. His theme seems to be "Blind Justice", which is neutral. He's shown to actually give a shit about innocent people, unlike Kizaru, who is "Excessive Justice" (shown by the way he has no regard for keeping his power in check) or Absolute Justice like Sakazuki.
Could be what the warships are for, to get the innocent people off the island (and leave the not so innocent people to be crushed).

Well he ordered the warships away from the people to Green Bit, not Dressrosa, so i doubt that. I really don't think he intends to sink the whole island (assuming he even could). His number one priority really seems to be the safety of the citizens.

So if the Marines will focus his forces on Green Bit. Which do you think will be the first objective of Fujitora?:
1. Chase DD
2. Chase Law (Fujitora supposedly knows that Law is heading to Green Bit by Smoker info given to MH)
3. Chase CCWe already saw that Mugis are not his objective by now.

We still have the 4 Don family members and the Diamante guy. I'd guess that each Block winner will fight a Don member or something. I also don't see Luffy keeping his identity hidden the entire tournament. I think he can win C block without using his powers, but he just can't win against the stronger guys without revealing his DF.

4 Block winners vs. 4 Don members, maybe? It would be a good way to establish a relationship between Luffy and Rebecca.

I just love this series way too much. Were 706 chapters into the Series and finally get a tournament arc and were not even worried at all about our main character! Were more worried about him going to his full extent! xD
The best part of it all, is how much more intrigued the viewers are by every single other character. This is an arc where Oda's creativity can definitly shine.
Of course and who couldn't love the fact that "Lucy" is once again being far underestimated. Those are my favorite moments in manga. -
