When did it change - as far as I am aware the whole King of Snipers things was a conjured personality to allow him to follow the SH's and help without appologizing.
He called on it again later as a split personality style to allow him to defeat his next oponent but I think the Sogeking will run its course by the next wanted posters update - unless he is forever associated with Sogeking both with and without the mask.
This is a long reply but only half of it is directly a responce to your review. Other half is me respondong to one comment that resonates with a lot of fans so I am taking the chance to say something to all the fans of OP that are so critical against Usopp but say nothing on Luffy's part of that disaster.
About the name and dream=
There's a difference between the names and titles there…Sogeking- King of Snipers, Luffy-Strawhat, Ronona Zoro- Pirate Hunter. It was Sogeking that was theconjured persolity he adopted. Back then "King of Snipers" was just an epithet given by the Marines after his sniping off Marines on the Bridge of Hesitation while he stoon atop of the Tower of Justice.. He acted like Sogeking, he never introduced himself as "King of Snipers".
The epithets are hard to get rid of since its how all the Marines, Bounty Hunters, other Pirates, and citizens knows a wanted person. Even when a name is known, its not as well known as the epithet.
Its more of how often they are called by epithet or by name. I think once the Marines finally decide to put Usopp's face on a bounty poster, he will still be better known as Sogeking. The qestion is will "Sogeking" stay as name or become part of epiteth then= "Sogeking -King of Snipers" or "Usopp aka Sogeking : King of Snipers"
As for his new dream/goal, he stated it right before the timeskip after he realized that he couldn't just stand back and watch Luffy become the Pirate King, the entire crew (including himself) had to be actively supporting him= "Just you wait, Luffy! I'll make sure you you become Pirate King...by becoming the true King of Snipers!" end of ch.596

I know many will not agree on this , but some will...
On the topic of Water 7 and Usopp leaving the crew ... it seems almost everyone is so critical of Usopp "leaving the crew" I don't hear anyone say it was both of their faults, Luffy did say for Usopp to leave before Usopp left. I say both since they were arguing and it escalated to Luffy saying that. At first it was simply a comment of its Luffy's dessision, "If you don't like it, then leave.". That was a "shut up & stay or get out" type of comment, some may think Usopp left then, he didn't but if he did then it would have been fully on Usopp's shoulders. However when Luffy said that, Usopp's reply was "What!", then Luffy said "you heard me, Leave!" That sentence was full, leave now, end of story. Usopp had no choice to leave then, it was captain's orders to leave. So both Usopp and Luffy are responsible for Usopp's departure.
Sure Usopp was yelling before hand but think about it= he was let down hard, he pointed out to Luffy his hands were full (so he couldn't hold a weapon) and asked Luffy to watch his back, Luffy said OK, then he goes wandering off. THAT I really don't hold against Luffy since all three fell into rookie mistake and allowed themsevles to be distracted and separated. What I hold against Luffy and Nami is that they realized Usopp was missing, but once they saw suitcases (they assumed that was theirs with 1 million beri in each) they brush it off, they did not go looking for Usopp then.
Usopp gets mugged, and wakes feels bad about loosing the 2 million beri, feels inconfident about his abilities on the crew and first thing he hears when he regains concsiousness is a 'I'm glad you're awake but I'm not going to say sorry about not keeing my word on protecting your back when you had all that money with you. Dont' worry about it, we can still get a new ship. I know you love this ship but we're going to scrap it"
If the Comic Sans font doesn't give the hint, that is sarcasm there,not a quote. Really, the very first thing you tell a guy when he regains concsiousness after being mobbed should not be the ship he loves is unrepairable …. give him some time (at the very least an hour) to calm himself down from the emotions of the being attacked. Usopp was already unstable from the mugging, the way Luffy went about that, just moments after Usopp regained consciousness made sure that Usopp would only get mroe uspest ...which led to the arguement. I've always wondered if when Usopp was saying them abandoning the ship was a cover because he didn't want to admit that Luffy did abandon him on the shipyard.
I do not see Usopp using the Sogeking mask to avoid appologizind to the crew on Eneis Lobby. the issue of appologies came up AFTER that. Usopp used the mask and name "Sogeking" because he said they were not namaka anymore and wouldn't travel with Luffy. Sanji pointed out that Robin turned herself over to protect ALL of them, including Usopp. Usopp felt he had to help rescue. Remember that Sanji was one to point out (during the fight with Luffy) that Usopp has his pride. That pride led him to havign to help but he had two issues. The one said in the manga, his words of not traveling with them anymore, so he donned the mask and name Sogeking.
And yes, i do realize how silly that was. but then I think of a 2nd reason, one that is a good reason to use the mask= If Usopp was not going to travel with them, and he got a bounty right then, he could be captured before he knew it. If he hid his identity while he was solo, then he had a better chance of escaping capture untill he joined another crew.
