A life with Rayleigh would have been a life of constant risk and danger. He felt he knew Garp enough that he would honor his wish, and protect a child that did nothing wrong. Simple as that.
Or think about it this way: The marine was probably also investigating and watching Rayleigh at that point, i mean if you´re a pirate on deathrow and you´re expecting a baby then there´s nothing as obvious than to give the responsibility to your first mate but i think that nobody in the WG even imagined that Roger would ask Garp and that Garp would accept.

Luffys Gears-How they could have been introduced properly
I think we can safely say that the Monster trios EL powerups werent introduced properly.None of one them was properly foreshadowed and some arent explained to this day.Ive decided to talk on Luffys gears why I feel they werent properly introduced and how they could have been

Problem 1:Lack of Foreshadowing-Luffy claims hes been thinking off the idea for Gear 2 ever since his defeat with Aokiji.Problem is we didnt see Luffy do this ,we didnt even have a clue that Luffy was even bothered by defeat.He was Happy and go lucky the next day

.Actually show that Luffy feels bad about loosing to Aokiji.He might not want to let his crew know but show it to the readers first!The right time would have been right after he recovered from being frozen.Show that his defeat motivated him to be stronger.
Problem 2:Inventing Gear process not shown and when he did is unknown-Its hard to beleive Luffy came up with Gear2.I mean come on look at its principle-speeding up blood to enhance physical abilities.Thats definitely not something Luffy would know.Thats something a doctor like Chopper would not an idiot like Luffy who has terrible anatomical knowledge would think off.so it raises the question on how Luffy did come up with gear 2?and Gear 3?And theres also the question of when did he find the time to.
Solution
Since Its not feasible that Luffy came up with the idea of gear 2 himself,so it would have been best if Luffy had Choppers help.Oda could have shown Luffy silently going to Chopper for help (after loosing) in orderto become stronger-after all Chopper has diplayed certain knowledge of Dfs with his rumble ball.Chopper agrees to help Luffy develop a powerup
Now some might argue that if we knew a power was coming we wouldnt be surprised.Thats not true-you just have to be careful not to let the readers know what the power is.
Heres an idea how
There should be a scene of Chopper with an anatomical drwaing of luffys body and making medical analysis privately trying to come up with something for Luffy .This scene should be somewhere after Luffy has asked Chopper for help and before they board the train to El.Have Luffy in this scene asking Chopper “when will it be completed,”to which Chopper says “not yet its still too dangerous".
This will cause the readers to assume 2 things.
1.Chopper is developing some power for Luffy
2.Its is very dangerous for Luffy to use yet so Chopper hasnt given it to him.
Then comes the Plot twist-You suddenly out of no where have Luffy use the power(G2) at
EL proving the readers second assumption false.Then have Luffy flashabck and show that before He had arrived at El,luffy had convinced Chopper to give him the power despite the dangerous sideeffect they have.Then have Chopper say in the flashabcak that the power he came up with are techniques only Luffy can use.Cut the flashback there and proceed with the blueno fight.
Then later have Lucci explain gear 2 and Luffy explain gear 3 in their fight like they did in the manga.The Readers will already know by now that Luuffy learnt how to perform those techniques from chopper.

I think you underestimate Luffy. He may be naive, and simple minded at times, however he is far from an idiot. He's completely creative in fights, and was able to learn Ambition is a year and a half. You say that he acted like nothing happened the day after fighting Aokiji; the event that caused him to create the Gears. What do you want? Luffy to be depressed for days, and screaming to the heavens that he'll get revenge, and get stronger? That's not in character for him.
If you ask me I think that he began to think of how to get stronger after Aokiji, but it was the fight with Usopp that really pushed him and caused him to create the Gears. He just lost two crewmembers in a short amount of time, and he didn't want anybody else to have to leave.
It would have been completely out of character for Luffy to go to Chopper and ask for him for ways to improve on his Devil Fruit abilities. Luffy's never gone up to somebody with a bazooka, and said "Hm, can you tell me how to emulate that through my fruit ability". Luffy came up with "Gum Gum Pistol" because he said as a child, that his punches were as strong as a pistol. It's THAT simple for him. With the Gears, he had to think harder, and we knew that he had been thinking about it since the fight with Aokiji, but for him to go to somebody else for help with an attack, would be out of character.
You complain about a lack of foreshadowing about it, but your alternative is for him to be out of character. Also your arguments against Gear Third are redundant. People need to stop thinking too much about stuff in this manga, it's a boys comic series. There is thought in it, but that's like saying Spider-Man shouldn't be able create a web shooter at the age of 15.
If it's THAT dissapointing,then you should write a fannon on how you would of wanted to play out.

No, that would just make his arm like a balloon. I like to think the air is diffused evenly throughout the bone marrow (basically a coxcomb(sp?) of boney material on a microscopic scale) his arm so it has some solidity to it but you shouldn't think too deeply into it.
Anyway, I've thought of an in-character scene for Luffy's development of Gear 2; he sees a machine that uses a pump thingy and something happens which needs to make the machine work harder, and he notices that the pump pumps faster to make the machine stronger for the increased workload. It could be some life-support machine or whatever.
Also, this is really a personal taste, but I hate Luffy's jacket with those gay-ass sleeves.

Depende the country you are on I'm 174 and in Portugal, the kids are getting bigger and bigger with the passing of generations but we are still not tall people.

It's not canon as far as the manga itself goes, but if it helps you any, there's a scene at the end of Movie 7 where Luffy inadvertantly activates Gear Second when the villain tries to smash him with a giant robot, and afterwards he's looking at his hands with a ''what the heck was that?'' look on his face.

For now the most disappointing thing for me is that we had all these infamous pirates and vice admirals all wielding swords and none of them showing any sign of wielding a DF weapon. Seriously the concept of DF weapons has been only done as a joke I want to see it as a serious threat.

It's Lasso. He just happened to have a cold when he was introduced, so he wasn't as lively as he usually would be. That's what I'm inclined to believe.

I always had the impression that the Pacifista's weren't really powered by Kizaru's logia, or that they have a fraction of it/whatever.
Vegapunk simply had the convenience to study laser technology based on the Pika Pika no Mi (with Kizaru as a living example), and was thus able to reproduce the beams in weapon form.
Imagine Thomas Edison had Enel at his side. I'm sure he wouldn't have needed 10.000 tries to invent the electric bulb.
As to giving Devil Fruits to objects, sure it might sound interesting, but they are rare as hell and I believe people would prefer to eat (or sell) them if they had the chance to do so. Remember, as far as we know a devil fruit can only be used once and it looses the power after the first "transfer".

I'm dissapointed that we haven't seen more Fishman Karate apprentices, or the dojo for that matter!

The dojo concept is something I would also like to see, but if as expected, Jinbe joins the SHs then I expect another flashback, maybe of his training/childhood. And speaking of vice admirals, I am disappointed that we have not really seen any of them fight at full potential (at least the current ones). I would like to see Strawberry or Momonga fight seriously and see their haki abilities and/or df powers.

Also, I was disappointed to find out that Roger was a regular swordsman (with a gun in the other hand). Maybe it was better than him being a rubber man too (I don't like the hilariously many Luffy-Roger similarities neither), but still it felt way too conventional. I wonder if anybody in Roger's crew even had a unique fighting style instead of just swords and Haki.

The Saobody arc was technically an adventure. Brook got to have fun at Saobody Park, interact with Keimi, Shaky, etc., got involved with the Auction House incident, and fought against a Pacifista alongside the crew.
Also, there was that whole situation with Duval and his gang.

Kumadori's staff was pretty slick :O. Sentoumaru uses an axe but he primarily uses palm techniques imbued with haki. Duval used some poison dart gun thing. Absalom, while having a devil fruit, used it so he could conceal bazookas.

Well I'm a little confused since I explicitly talked about "DF weapons" you know like spandam's funkfried or Mr.4 dog gun.
I just mentioned Swordsmen because it was the most common thing one could see in the war. I just thought it could have been really easy to give these weapons a little twist with a DF which would give us more variety.
Aside from that I don't really disagree with anything you said.
