By the time marco debuted on the anime he had yet to have an important role in the manga. So he was treated as nameless member of WB crew thus given generic colors. Oda made them fix that later.
It can also happen that Oda adapts his own colors to the ones the anime used, like happened with DoFla clothes P:
So, if important characters for their current arcs debut (be it anime, merchandise, or both) before getting a color spread, Oda will
a) make a colorspread with the colors he intended for them
b) tell them to fix it
c) adapt his colors to their version

I kind of doubt that he'll have a VS colorspread for Fishman Island like for Baroque Works or CP9. A lot more storyline went into building up to those specific matchups for such spreads to debut. FI is more like Skypeia in the sense that it's become just as chaotic, despite those one-on-one matches. There's also much more history to those places to explore than battles to fight.

It's probably Gyoncorde Plaza) Cover: Luffy in the middle grinning confidently with his arm turned black and pulled back, Zoro to his right styled for combat, Sanji to his left with a red-hot leg half-raised and holding his cigarette. The other Straw Hats spread out in whatever way, with Jimbei being a bit behind Luffy in roughly the pose he had after knocking down Wadatsumi. Alternatively, Luffy & Jimbei back-to-back would be awesome to see but I doubt it.

Toei always fucks colours up. Like Nami's Clima Tact that is red on the cover of volume 23 and other appearences.
Well, I guess we just need to get used to it, as in the end Toei's colours usually end up being the "true" one. -

Someone refresh my memory, how long before the release do we usually get the cover preview? I'm know that sometimes they show it in Jump before the release but that doesn't seem to be the case with volume 64. Unless it comes in this weeks Jump.
If i did things right, the cover should be visible in this post when they make it available.
