This is tough…the only members I've found dull are Califa and Nero.
However, I gotta give this to Spandam; It was love at first sight. He's one of my favourite villains in the series, and #1 out of the funny ones. I mean, he's a shrewd, cowardly, woman/prisoner beating cofee spiller, who's weaker than your average marine. What's not to love?
And the animes' done a wonderful job with him so far.
I have no clue who'll be second...but I've always liked Kumadori, and I'm very fond of Lucchis' villain-type (generic and clichéd though it may be).

Yes, that's right….which is why I don't like Gerusama's spelling "Lucchi". That would be pronounced "Looki".

I think on a set of anime based trading cards it's spelled "Lucchi." But I doubt that's a reputable source.

I vote Kaku for no real reason other than I think he looks cool. I also think he has potential in terms of character, as opposed to most of the other members.
Blueno's awesome to the max too, and Jabura = love. I like Lucci's wanton bloodlust and Spandam is one of my favourite villains in the series.
That about sums it up.
Kaku is just great… I bet he also has his own sense of ´´justice´´ and he´s also quite strong.. not to mention his crazy, unique eyes (and nose)

I'm torn between Spandam, Fukurou, and Kumadori.
Spandam is a very well-developed character. He's got the mindset of an iron-fisted tyrant, but no strength (Arlong) or mental stability (Crocodile) to back it up. While he's exceptionally cruel, Oda manages to at least make him not entirely repulsive. His panda-like features make him look like a dork and he spills his coffee a lot, so you can't take him seriously all the time. I really like the juxtaposition on this one. The spastic fits of rage are kind of funny, except when he kicked Robin in the face. Reminded me WAY too much of Arlong.
Fukurou, though his character didn't do much for me at first, it did eventually. He seems to have the Cheshire Cat complex going on (I'm a sucker for those, they're amusing). Fukurou also strikes me as a bit less dark than the others and I'm guessing this quality will get him a mini arc. As far as villains go, my favorite is usually the lighter of the crew.
Kumadori is kind of one dimensional, but he is pretty hilarious. First character I've seen that makes a joke out of seppuku. Oda pulled this one off successfully (it wasn't too hard, but success is success). Characters like this are much needed satire.
Kaku and Blueno didn't make much of an impression on me, although both of them were the most convincing in their roles. Califa used her skill too openly (kicking the crap out of Luffy) while Lucci ALMOST had me fooled, but just his look alone was enough to tell me that he was evil.
I don't know what to think of Jyabura yet, though it's nice to see one of the members openly disagree with Lucci.
Califa could potentially be better if she didn't play the feminazi card so much, although it was funny at times. It made her a bit one-dimensional.
I can't say I like Lucchi very much. He's a bastard, not to mention I don't think he's very original. He's like a clone of Captain Kuro, but with different motives. VERY SIMILAR, though… For example...
-Doesn't hesitate to kill co-workers/crew
-Bloodlust (neither even seem to enjoy killing. It seems more out of compulsion with Lucci and a hateful nature with Kuro)
-All-black-wearing. Yes, I know lots of authors do it, but it's still a similarity!
-Both have a LOT of fangirls and fit the "handsome but irredeemably evil" archetype
-Both have some catlike quality (Kuro has speed, Lucchi's got that AND his DF)
-Both are interested in only one thing and have the I-hate-all-life complex going
-Both have at least one superhuman, non-DF ability

OK, Despite popular opinion, I liked Nero. He's kind of...well, cute. You know, like a demented bunny holding a machine gun. I normally dislike rodent-themed characters, but I thought this one could have had some potential as a character. It was a shame that Lucchi killed him.
I made my vote a couple of days ago but I think I voted for Kaku cause I easily see that he might gain some more attitude in the future.
I'm between Lucci and Kaku. Both of them are really cool!
But I think I like Lucci more. Sure, he's really bad and evil, but he has something … I don't know how to describe xD But the first time I saw him I was really impressed by him x3~ So, though he's really evil, I still like him |D
My problem with Lucci was originally his look. Long hair, top hat, girly jacket…ew. I always thought he was original, though. He's a cold hearted assassin that loves his job, and seems to have a weird contradiction in that he loves killing but speaks of justice.
From personal experience I can see how people would think he's boring, though. He has a good amount of dialogue, but really doesn't say what doesn't need to be said. I guess thinking about that helped me respect him. I don't think he's a Kuro clone, he just happens to wear black and is a giant cat.
....Kaku comes off as a goon, imo.
I've lost a lot of interest in Kaku since the Cipher Pol revelation. I dunno, I guess for me he didn't translate as well to a villain as the others did, even despite some of the shitty things he's done. I really enjoyed his Water 7 persona, but I'm not totally sold on him as a bad guy. :mellow:
i still think it'd be cool to see more of Kaku afterwards, whether he becomes good or not… I cringe at the thought of his DF power being a Saru fruit though... >.<
I liked Kaku when he was introduced, but since then he's gotten more and more boring to me. I don't see the big deal. Usually he just stands around.

Well, I like Kaku mostly because of his appearance. When he first showed up, I thought he was awesome looking…and then when he turned out to be CP9, I was kind of disappointed that he was a villain, but he still looked awesome.
And I'm still hoping he has a Tengu fruit or something.
Edit: I was also one of the people who wanted Kaku to turn good at first (mainly because I already liked him as a "good guy"), but now I don't know. I kind of like him as a bad guy now.

i simply adore Blueno hes got it all Sweet hair, a cool suit,one of the most original and suprisingly useful DFs, and a Good anime Voice plus he seems like one of the nicer CP9:ers (by that i mean he doesnt seem to be enjoying killing people like Luchi for instance)

All of you guys who lost interest in Kaku after we found out he was a CP9 agent, what do you think of him now that you've seen his Devil's fruit power? I think it's pretty funny, and his bickering/rivalry with Jyabura.

1. Lucci
Lucci is just so damn smooth, stylish and cold. He isn't like most villains who always will lose their composure in the end and start to act like morons. He's also VERY good looking and Hattori is just perfect idea from Oda. I think if that pigeon wasn't there, I wouldn't like Lucci as much as I do now. When Lucci was first time introduced I immediately became interested of him because he was so mysterious: guy who didn't directly talk to people and who had a pigeon constantly perched on his shoulder was just so different from all the others. He's just perfect villain. Cool but also original.
2. Kaku
Oh boy. He never ceases to amaze me. I have said it before and I say it again: how can a guy who have a nose and eyes like that be so freaking cool. Yes. Nowadays I absolutely love his desing (he's pretty sexy) although when I first time saw him I was like: "Oooookay…"
He's also very interesting and I would really like to know more of him.
3. Jabyara I love his personality and he's also very cool looking. I just really like all those scenes with him. When he immediately started to mock Lucci, when he started to pout because he was dumped by a girl… and that scene where he was taunting Kaku about his giraffe form is just priceless. While Lucci and Kaku are cool and collected, Jabyara really express his emotions and that's what I really like about him.
4. Spandam Yes. Most people hate him but I don't. His clumsiness is what made me like him. Sometimes I only think that the poor bastard really needs a big hug … and I also like him because he's different. I mean... most people hate him because he's a coward and doesn't do anything by himself but I think that's just realistic. Not all main villains have to be some combat experts like Crocodile. I think it's a very good idea that for once, main villain is pretty pathetic and those who offer real challenge are only his "companions".
It's Kaku. He flies around in Water Seven post-CP9 thing and Zoro thinks he is Usopp. That's… pure ownage. Besides, he has this awesome buttsparkling fight with Zoro in Enies Lobby! Then it's Jyabura.

Kaku was just great for me, great charecter design, funny personalilty with whole persona of trying to act cool, but acted very much like a kid in alot of situations (especially with needing to rebuttal any remark against him). I don't know I just hands down loved Kaku, since I saw him in Water Seven and was my initial choice for next crewmate. Then the fact that he had the weird fruit sealed the deal. Second would be Spandam, he was weak but was not only a nasty sinister bastard, but hilarious as well.

I know Kaku uses chisels, but there was this one picture I saw that made it look like he had nunchaku by his side. Maybe that threw me off. =S
Anyway, my other favorites are Jyabura, Kumadori, and Fukerou.
Kaku (as evident by my zoints profile), since he manages to come off as such a genuinely nice guy even though he's on the "wrong side".
Who in the world would like Spandam (he acts like an idiot), plus he's weak.
I have to say Jyabura because I liked his 5-fingers shigan attack (or whatever its called)

I went with the pack on this one and voted for Kaku. I mean, first the guy gets a lame-ass power (ooh! I am a giraffe! DUR! DUR! DUR!), and then when the wolfman makes fun of him, he cuts a fucking tower in half. Way to shut 'em up, Kaku-san. Have fun in the zoo.
Second choice? Spandam. For the love of mud, he has a sword that turns into (can I get a "that's fucked up"?) an elephant. Not only does he die twice, but he gets hit with his own elephant. Cue the "rofl." Also, he contradicts himself every five seconds and accidentally summons the Navy's deadliest island-destroying force. Bwang.

Kaku, hands down. He's just too hilarious–plus, he's decently strong! His fight with Zoro/Sogeking was pretty fun to read. :)
