I'm sure something was in the paper about w/e Arlong did to get his low bounty (obviously not enslaving a town). Like ppl didn't know Luffy got a bounty raise because of fucking up EL. It still doesn't matter if Sanji finds Jinbe's answer acceptable or not but I doubt he's not gonna understand from what Jinbe explained up to where he became a shichibukai. Also stop acting like Nami didn't ask as well. Even if Sanji isn't satisfied all Nami has to say is she is and Sanji will agree.

What the fuck are you talking about? Jinbe STILL feels guilty anyway. Even if he reveals a "good reason" we already know he still feels guilty after the fact. Nami, who is the only person that matters in this situation is the only one Jinbe would feel a lil bit better about if she were to forgive him for his "negligence". It still would not absolve him if he still feels guilty after this alleged "good reason" for "negligence". What happened happened. I think all Jinbe wants to do is just say sorry to whoever suffered Arlong's wrath.
And not just a few little reasons either like general FI/WB duties, and not just because he was afraid to do what needed to be done like killing Arlong. Something big and something succinct is what I'm seeing.

The fuck for? Last time they saw each other Jinbe socked him in the jaw for being a dumbass that couldn't get it. Why all of a sudden seek him out for a friendly meeting over tea? When Arlong's such an asshole? Especially when he had better things to do? The only reason Jinbe should be going after Arlong is to end his ambition and he most likely couldn't muster up all that resolve in those 8 years.

No. He specifically made it sound like they were the last resort/solution for the Arlong problem. He basically tells Jinbe that a sun pirates will only ends with death (so expect Arlong to do a lot of horrible shit but still lets let him go for now).
I happen to have different suspicions about Aladdin, but those fall more into conspiracy theory, so you can look them up in the chapter thread, but I won't dive into them here. Though if I'm right, they'll have something to do with Jinbe's negligence, I'm sure.
Well I've read them and if Aladdin is just a clever cunning dumbass that'd have a hand in the Queen's death or burning of the leger then that's even more of a reason for Jinbe to never have the balls to go confront Arlong. It also makes it seem like all of what he said to Jinbe about Arlong and going after him was just false reinforcement of it'll be okay when we're forced to step in just to let Arlong leave then.

Out of sight, out of mind is not a saying where you literally forget it. It means if it is not an immediate threat/problem it isn't of any concern at the moment and not for the forseeable future until it presents itself as such. Putting a problem/issue on the backburner. Like your girlfriend complaining about the spoiled milk back at home while you're on vacation. Arlong's that spoiled milk in the back of your fridge that you never got around to throwing out. Thing is as bad as that spoiled milk is you got a big fridge so you don't even smell it.
Not responsible? I'm sorry, but that's kinda nuts. The whole point of this testimony is that it WAS his responsibility. He didn't tell Arlong to go, he even got so mad he beat Arlong to a pulp.
Disbanding the Sun pirates and becoming a WG dog in Arlong's eyes was basically telling everyone to go. He is not responsible for Arlong in the sense that all of his actions are Jinbe's fault. Jinbe does not control Arlong and he did not raise him to be the way he is.
I mean honestly had Jinbe continued to be captain and Arlong kept running amok nobody would blame him if he said it's time to kick this crazy murderous racist motherfucker out my crew. He's making us all look bad and not helping our cause in the least bit. That situation would be no different if Luffy kicked out a SH for doing something along the same lines and then that member went on to be a psychopath. Are we gonna blame them and say they're responsible for letting the guy go? No. It's nothing but common sense to cut a guy like that.
The only reason we're even talking about responsibility is cuz of the type of character Jinbe has shown since his introduction. Very sympathetic, dutiful and honorable. Dealing with the specific situation for why is he felt he had to disband the crew, give some members a chance to be regular citizens again and try to form a better connection witht he WG to help his ppl not keep the crew together and hope we can keep Arlong and any other sadistic fucks in check.
And yes, short of killing him, there was nothing he could do. But the harsh fact is, he didn't kill him, he allowed him to walk free and stay free, so yes, that does kinda make him responsible.
Killing ppl because they don't think like you whether they're racist or not isn't a good message Jinbe should be sending to his former crew mates and the ppl of FI. Especially with what all merfolk and fishmen aware of their history of humans and how a person like Arlong can come to be when many of them have similar feelings. It wouldn't work and just be out of character (maybe old FB Jinbe does it). He's not that ruthless and/or has such a strict moral philosophy where he could disband his crew for those who don't want to be criminals anymore and then kill all the guys planning on being bad guys. So I don't care who you bring up Sanji or Nami, if they want to blame Jinbe for not killing his "brother" when he knew he'd go on to harm ppl then that's tough for them cuz that's how life is. You can't logically hold Jinbe accountable for ppl like Arlong.
It's not that we can't understand, it's not that we're saying he should have killed him then and there. But he didn't do what needed to be done, either then or later, he didn't follow up, he didn't look into it, he didn't do diddly squat. Everyday responsibilities are fine and good, tragedies are appreciable, apprehension is understandable. But the fact is, they don't add up to 8 years, they simply do not.
Nobody did anything though. Not the King who rules over all fishppl and merfolk, not Jinbe or Aladdin or anybody else. Maybe deep down somewhere they felt good about what Arlong was possibly doing to humans to a small degree given their situation with humans and how they've suffered their whole existence and the past 8 years after Otohime's death.
As for those who would be offended and do something they obviously didn't know enough since even after a bounty you're not gonna find out he's enslaving a town.
For all we know, Jinbe could have given them piggyback rides and bought them ice cream every Tuesday. What I was trying to say is that it's impossible to know how much of what Jinbe knew or didn't know of their activities or how much he could keep track of them, though we can guess. I happen to be of the same opinion as you, that they kept moving and laid low as to keep getting away with it. But Arlong is entirely different; he's brutal, powerful, and has stayed in one relative area.
Maybe nobody wants to go to East Blue. Pretty far away, not an attractive spot to visit, too much of an incovenience lol.
