Actually he's human. The fin is part of a decorative headband. I think Oda mentioned it in one of the early SBS's.
Apparently in the One Piece Blue: Grand Data File, it says that he's half fishman. I have no fucking clue though, someone would have to look and verify it. You'd think there'd be more attention paid to him if he was, though.

I though I said tht I first mistook it as a head fin and didn't think it was Chew, but after relooking at it, it looks like mohawk. true He iddin't run a taiyoki stand like adult Hatchan but neither did Kuroobi. IT wa a dream of the three when they were younger.
Also that is not a beard on teh one pulling a cart, its lips curved into a smile. I had to enlarge it to see the lips, its hard to see in small pic.

Because Oda didn't feel like drawing him in? Maybe Chew wasn't a big fan of takoyaki? Maybe Oda plans to reintroduce Kuroobi later on? Who the fuck knows, maybe there just isn't a reason. It's not like Oda even cares about them to even be consistent about their ages (I'M LOOKING AT YOU, HACHI)
And no, Chew, Kuroobi and Hachi were never a trio, they were with Arlong and they were a quad… or whatever it's called. What I do know is that the dude pulling the cart isn't Chew. He clearly has facial hair, he has that thing around his head signifying that he's the actual seller, he's pulling a cart. It isn't Chew.
How is that guy not Chew? I mean, sure they don't look alike, but it would be extremely random for Oda to draw an entirely different unknown character along with Hachi and Kuroobi while Chew is nowhere in sight. That would be like Oda drawing Akainu, Kizaru and Rear Admiral Whatever doing stuff together while Aokiji is nowhere in sight.

Not saying that it isn't enough, but it's vastly different to be told "this is why Arlong hates humans" and being SHOWN "this is why Arlong hates humans", which is to say, I'm hoping for an Arlong/Shyari-centric flashback sometime later.
What I find strange is that Arlong has had so much focus. For a character that is unlikely to reappear, Fishman Island has revolved a lot around him. Everyone is connected to him in some sort of way, directly or indirectly.

That's not true, there were a lot of people (especially in this forum) who thought the idea was ludicrous for a couple of weeks. They would rather pull Doflamingo, Big Mam, WG, or VDD out the a** than look at the obvious Hody figure.
True, I did. And I'm still disappointed it was Hody who killed Otohime.
It just kind of sucks that Oda has been planning this chapter so long just to have another mother-killing fishman supremacist as a villain.
The problem with this arc is that Hodi is an awful, with no real reason in hating humans and no real reason in overthrowing the kingdom other than blaaah. He has no characterization, he is bland and nothing about him is interesting. He has no real ambition and no real reasons behind his way of thoughts. People that said that they didnt believe that hodi killed otohime were hoping for it, trying to hope that Hodi wouldnt be the main bad guy, as he is that bad of a character.
While I kind of agree, most villains haven't had strong reasons either. The only one I can really explain is Arlong and Lucci, the latter cause he was an orphan raised by the WG, which would explain the fanatical loyalty.
But Hody's hatred for humans isn't out there either; as seen before, he and Arlong were raised in a horrible lawless ghetto as orphans. Where it was highly implied that most of the kids raised there were orphaned as a result of the great pirate age. Mostly out of the slavery business and chaos from all the pirates and marines who stomped through FI until WB stepped in.
If your parents were killed by humans and you were stuck in a shithole that is the Fishman District with a parental figure like Arlong, you'd hate them too.

If there is one thing Oda does suck at, it's size consistency. Just reread Little Garden lol.
I think that it was more of another connection we were to make to Arlong really, not really her. I mean, we got 0 info on him after the Arlong arc. I think that means he escaped before being imprisoned, and was powering up somewhere else and he'll show up again with a haymaker punch to Hody's drugged out face. Avenge his people and sister.
I'm not convinced Arlong is going to come back, if anything this convinces me more that he isn't needed anymore and won't reappear. Arlong's presence is being shown throughout all the levels of this arc; from the impact of the slave trade (the orphanage), to the Sunny Pirates, to Hody. He doesn't need to be around to make an impact. His actual appearance would be pointless.
Furthermore, Oda would have hinted at his reappearance in a different way. Buggy was hinted to reappear via newspaper, and Hachi via a coverstory. Everything seems to point out against Arlong reappearing because if he had escaped prison everybody, and I mean everybody, would know about it.
A good question, especially in light of her relation to Arlong… What happened in their youth to make Arlong despise humans (as he did so to some extent even before the Tiger incident set him off), and does Shyari share that prejudice?
So being orphaned by rampaging pirates and marines and being forced to live in a crime-ridden and filthy excuse for an orphanage isn't enough to hate humans?

You are thinking too much about this. Sure, we could go all numerology and astrology on who will join next, but we could also NOT do that and just follow the story and draw logical conclusions.
I think it may be thinking too much, especially since most of the SHs' birthdays were decided by fans (at least that's the way I got it from the SBSs), but remember that astrology in Japan is a much bigger deal than it is here in the U.S.
At least that's the impression I've gotten.
Buggy is recurring cause Oda shows him as some sort of Luffy counterpart, not to mention he's mainly comic relief anyway.
But I really don't think that the NW is going to be full of old characters. Yeah some are understandable, but I can't see him bringing back every old villain.
