Sorry to interrupt the discussion about the Tenryuubito Punch, wich was awesome in the manga but way to exagerated in the anime, yet it was awesome in booth, and gave the feeling that, "that was Luffy for ya!".

The animation director and character designer was named Masayuki Sato. A few of the key animators were Shida (opening at Marineford, Shiki's dance, Luffy ''powering up'' Gear Second and punching Shiki), Kuroyanagi (Sanji vs. Scarlet), Tate (Franky and Brook beating a squid and horsefly), and Yuki Hayashi (Zoro vs. Indigo). You'd have to ask XMURADX for anything more specific. Here's the full list of key animators in case you want to look them up or anything:

i really hated the filler of jinbei vs mihawk, its just stupid to me lol, not to mention, while Vista appear to help Luffy, he ran like an idiot from the side while he seems to run fast in the shade (manga) in anime they made him looked stupid together with those dumb same attacks.

And when they took One Piece they were cheap towards One Piece,
and they did contracts with the animators which not very good.
But my hypothesis they will not be cheap this time, all the contracts
will erased, and fucking new ones will comee, I think One Piece
going to up some levels in animation after the time skip.I don't sure if this right, tell me if I wrong!!

I don't think its really an option to keep just the best ones.
One Piece isn't a limited 26 episode series, it comes out every week.Toei presumably have the exact amount of teams to keep One Piece coming out on schedule.
Its not like they can just get rid of people. At least not without a ready replacement.
