Because he wanted a formal and proper execution. Perhaps. The shogun let his own executioner do the job.

It think Oda broke it at that moment and now the only explanations left are that
A. Kizaru is an undercover turncoat or
B. has a god complex and believes he is a benevolent god and only deals death when he is annoyed, and otherwise views others as entertainment that he doesn't like to end just for the fun of it.

I'm basicaly trying to defend the undefendable, but I'm not serious at all. I'll just say that it's a bit rough to bash the man so much. He doesn't even have a backstory. Momonga has more character development than him. For what he's worth, he's done some fine things, even if it's just "looking cool" and throwing lasers.
Maybe in the future Oda will reveal his personality and everything will tie perfectly (I enormously doubt it). But until that happens, he's just a character made for fun.

The thing about Kizaru is I think he fights because it's fun to him and he enjoys it. If he was like Akainu and was the most persistent motherfucker in the war, he'd own everyone. But that's not his character. I'd say he's lazy, but Aokiji is already the lazy one.

-Didn't capture any Supernova. Owning all of them to look cool.
-Used as a plot device during the Strawhat sepeartion. It was Kuma who did most of the job. Kiazru was there so that he and Rayleigh can look cool.
-Fighting Marco yet did nothing to him, aside from being cool.
-Lecturing Luffy. So cool.
-Shooting the key. That sniping skill was cool.
-The last shot looked cool as hell, but didn't stop Law.
It's the situations that he gets put in and his overpowered DF
He can't kill Luffy the protagonist of the story
His last shot couldn't of stopped Law, because that meant that they wouldn't have gotten away

He may not have drawn his lightsaber, but standing on top of WB's Bisento, absolutely within melee range of WB, to me classifies as going toe to toe. He just didn't engage him with a weapon. Kizaru wasn't even looking at him. It's quite ridiculous.

What bothers me is how Nami's such an amazing navigator, but yet they have so much trouble making it from place to place. I don't think every other crew has an amazing navigator like that, but they don't seem to have nearly as much trouble.
Also, it was such a tight squeeze going into reverse mountain, yet huge ships and fleets like Don Krieg's got in no problem?
I'd just chalk Krieg's fleet and Reverse Mountain up to Oda not thinking everything through clearly, much like how ridiculous certain aspects of Nami's backstory is once you think about it (like for instance, how on earth does a small stranded village afford to pay around one billion berries in tribute over a decade?).
