ummm choppers a doctor, and brooke can play music im finding trouble in placing perona with a role in the crew but u know its ok i kinda figured you wouldnt be able to to place a good argument

They were both antagonistic 'boss character' villain leaders of a secret underground syndicate attempting to overthrow a desert kingdom whose goal was to learn about the history of the world and after the end of their respective arc they vanished and then, having no relation to the crew whatsoever, appeared on the ship and declared they were joining the crew?

And as far as which characters, like I said, he has bent his rules for villains and giving Robin the ability to fly….for three seconds.
But his statement was obviously about the main cast.
Whether Pell can fly or not really means jack since he's not riding a ship to begin with, doesn't it.
I don't think he bent his rules because his rules always had a "handfull or two of characters can fly" clause.
But a character alone does nothing. The most important thing in OP is the crew.

Perona does not really fly. She has an astral projection; her body remains unconscious behind while she's "flying away".
So far, flight abilities confirmed were: Shiki's (I think his fruit is canon), Pell's, Marco's and Laffite's. One more to go.
Even if movie 10 isn't canon, Shiki is.
I wasn't sure about Lafitte and Marco because Lafitte could be a bird zoan half point and Marco's altough mythical could also be a bird bird: mythical phoenix model.

But Oda would care. Every one in the crew has some sort of position. Ghost making isn't really a position.

Oda writes the story so he's the actual boss. Luffy doesn't open his outh to eat or say a word if Oda doesn't want him too.
He's the puppeter, therefor he chooses what his puppets will do next.And albeit not in such a long distance, Robin can spy too if she wants.

They were both side-characters with the personality of an anti-hero who joined Luffy's adventures for personal gain but grew attached to him and his crew over time, just as a crisis arose and they chose to leave for a new area owned by an animal-like boss character proud of his power, only to secretly want to be saved by Luffy, which would squash the feeling of fear that they had lived with their entire lives up to that point, and make them no longer have to lie and cheat to survive.
See? When you write it from Nami's perspective, they ARE similar.

I was stretching a couple things from each of their stories in order to get some people to use their imaginations to extrapolate and trick themselves into thinking the stories were a lot more similar than they are, but yes, I was joking.
