Haki doesn't seem like something taht you acquire and eventually lose. If WB once exhibitted Houshoku (damn, did I spell it right?), then it's pretty safe to say that he still has it.
The interesting (in my opinion, at least) question would be, is King's Haki a type of Haki, or a degree of haki?
From what we have seen so far, it seems that it is, indeed, a type of Haki.
So, if it is just one (and a very rare) type of haki, then it's obvious that there are other variants of haki, which are arguably less potent.
Now, can one individual have multiple types of Haki?
Since, Haki is "ambition" or "disposition" or some sort of intrinsic quality, I believe, that one person cannot have multiple types of haki.
Therefore, if WB ever had haki, and that haki was the King's Haki variant, and if WB had empowered his bisento a few chapters back with haki, then it stands to reason that WB is still using King's Haki.
The current strength of WB's haki would be debatable. There might be two ways of looking at it:
a) Due to WB's old age and illness, his haki also has been weakened. So his haki is no longer powerful enough to knock people out.
b) WB's haki itslef is still as powerful as it always was. It's just that WB is no longer strong enough to weild it properly. So the reason WB did not knock out the guards himself could be because he did not have enough stamina,mystic juju or whatever it is that triggers said haki burst.
